SUMMARY

The overall duty of an Associate assessor is to learn appraising and assessment practices and procedures to be able to determine market value at equitable ad valorem taxation.

The Associate will assist the assessor by gathering data on real property including, but not limited to, measuring structures, physical inspection of exterior and interior of buildings, photographing property, and noting architectural quality and intended use of the property.

The Associate must attend and complete 90 hours of basic courses of study to learn the appraisal process, assessment law, real estate practices and principles. Upon successfully passing the Pennsylvania evaluator examination the Licensure will then be promoted to Residential Assessor.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Enter field data and create detail sketches of improvements to property utilizing a Computer Assisted Mass Appraisal (CAMA) system.
  • The Associate Assessor through training will learn to perform independently, the work required in assessing real estate property by gathering the pertinent data such as size, type of construction, age, and location to serve as a basis for determining assessed value; may interview property owners, builders, Realtors, to obtain necessary information in computing assessments; considers, cost and income to determine value.
  • Review appeals; visit site; take current photo of property if necessary, research and review current pricing guides and market trends; attends tax appeal hearings and testifies regarding the basis and factors used in determining the market value and assessment placed on property.
  • Enter field data and create detail sketches of improvements to property utilizing a Computer Assisted Mass Appraisal (CAMA) system.
  • Associate Assessor must learn to update property records utilizing a Computer Assisted Mass Appraisal (CAMA) system. Process paperwork, review reports to maintain our data base.
  • The Associate Assessor must form public relations to answer questions regarding assessment valuations, appeal process and general questions regarding assessment administration.
  • Performs other related duties as required.

  • Ability to read deeds, plats and plans.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to talk; hear; involves sitting in office, work frequently involves performance of more strenuous physical nature: such as a) walking over rough or uneven surfaces, b) bending, stooping, standing, c) working in confined area (motor vehicle), light lifting, daily operation of motor vehicle, in possible adverse weather, driving a car in all types of traffic conditions to locate property. Frequent stops - getting in and out of car. Measuring and sketching footprints of house. Operating office equipment requiring continuous or repetitive hand/arm fingers and wrists movements. The employee must occasionally lift and/or move up to 30 pounds.
