ABOUT UT SOUTHWESTERN MEDICAL CENTER

ABOUT THE DEPARTMENT OF BIOINFORMATICS

The Lyda Hill Department of Bioinformatics was founded in 2015 based on a gift by the Dallas philanthropist Lyda Hill. The department remains philanthropically endowed and has an annual budget nearing $10 million. The mission of the department is to generate the foundations in Data Science and Artificial Intelligence for UT Southwestern to navigate the information technological opportunities and challenges of the 21st century. The department is still led by its inaugural Chair, Dr. Gaudenz Danuser, who has recruited a faculty of 17 tenure/tenure-track and research-track professors with expertise in computer science, applied mathematics, physics and quantitative biology. The department has an international staff of ~120 employees and is still on a trajectory of vigorous growth. The department runs two service entities for the benefit of the entire institution: The BioHPC is one of the largest academic high-performance computing infrastructures in the U.S., used by researchers in ~30 departments. It is assembled and maintained by an eclectic group of 16 - 20 mostly Ph.D. level computer scientists. The Data Science Services Resource is a core facility sponsored by the Simmons Comprehensive Cancer Center to provide cancer researchers with data science support. The department faculty collaborates widely with many entities on campus, from basic science to clinical deployment of data science methods. The faculty is also very active in research translation through startup companies. The department runs numerous educational initiatives to spread expertise in data science and AI and it is dedicated to building empowering research communities, small and large.


POSITION SUMMARY

The position of Department Administrator is for an independent, proactive, and creative individual with experience in modern management within an academic or entrepreneurial setting. The role involves leading and developing the administrative team, recruiting and retaining faculty and staff, managing department services, networking within the organization, supervising finances, overseeing space management, and promoting the department nationally and internationally. The position requires outstanding communication skills and a vision for advancing the department's research and training environment.

EXPERIENCE AND EDUCATION



  • Required: Bachelor's degree in business administration or related field, and six (6) years of directly related experience with three (3) years in supervisory/management capacity, required. Applicants without the stated preferred degree, but with significant additional related experience may be considered.
  • Preferred: Master's degree in business or healthcare administration, and eight (8) years directly related experience with at least four (4) years in supervisory/ management capacity.



JOB DUTIES


ESSENTIAL FUNCTIONS

1. Provides strategic leadership, oversight and management over all aspects of the day-to-day administration of the department; works in close collaboration with departmental leadership to implement strategic and operational plans. Participates in departmental strategic planning to ensure that the developed goals align with the organization's goals and contribute toward cost containment and maximizing research productivity.

2. Supports and partners with the Chief Operating Officer for Academic Affairs on School of Medicine and Health System goals and other administrative and financial issues.

3. Manages administrative matters related to the development of new and existing programs; conducts on-going analyses of operational functioning within the department, develops and implements new or amended procedures as needed; develops quantitative metrics to measure the financial and operational impact of decisions and actions; oversees all office and research space assignments and prioritization of capital requests, including equipment and space renovations.

4. Advises the department and institution on fiscal matters; ensures fiscal control through a reliable system of expenditure and revenue management; provides support to leadership in managing and monitoring individual financial management issues; monitors budget and fiscal performance, recommending corrective action where appropriate; prepares and analyzes financial reports; sets up and monitors appropriate internal control practices; provides accurate up-to-date financial information to Department Chair/Center Director and departmental leadership to support the successful financial management of the department.

5. Oversees departmental human resource activities including, but not limited to, recruitment, interviewing, selection, visa management, salary analysis and sourcing, disciplinary actions, leave administration, employee development, and performance evaluations of classified staff, faculty, trainees, and fellows.

6. Creates and develops business plans and models and proposes changes associated with funding lines, departmental research and educational activities, and faculty compensation where appropriate; helps to educate department leadership in management and strategic planning for research and educational programs; facilitates partnerships and strategic alliances for research expansion and engagement with the community.

7. Directs the administration of the research enterprise within the department; directs grant administration, recommends and develops new grant funding and supports the preparation of major research proposals from a financial and administrative perspective.

8. Oversees the administrative component of the promotion and tenure and faculty appointment process and ensures the department is following the appropriate policies working in partnership with the School of Medicine Dean's Office.

9. Develops programs and standards of performance to continually measure and evaluate safety, service and quality improvement, monitors standards through the implementation of training, allocation of resources and application of corrective actions as necessary.

10. Provides administrative direction to the educational programs of the department under the direction of the Chair/Director; supervises appropriate staff and provides coordination and oversight of educational functions.

11. Provides administrative direction to the research support of the department; in collaboration with the Chair/Director, ensures compliance with institutional guidelines and state and federal laws.

12. Represents the Chair/Director in his or her absence on administrative and fiscal matters.

13. Consistently attends meetings and has an institutional minded view when representing the department on administrative and financial issues. Establishes and maintains working relationships with organizational peers, serves on committees, ensures that department responds to institutional requests and completes projects in a timely fashion.

14. Sets a tone of "service excellence" for the department and is collaborative in nature focusing on data-based decision-making.

15. Performs other duties as assigned.

WORKING CONDITIONS

Work is performed primarily in general office environment.

Any qualifications to be considered as equivalents in lieu of stated minimums require prior approval of Vice President for Human Resources Administration or his/her designee.
