Emergency Management Exercise Practitioner Operations and Technical Support II

Military Installation Exercise Program

Summary:

The Applied Training Solutions' Exercise Support Teams (ESTs) coordinate, plan, develop, and deliver exercise and training programs according to the standards of the DoD Joint Training System (JTS) and the DHS Homeland Security Exercise Evaluation Program (HSEEP). All projects are evaluated internally for post completion quality assurance to ensure ATS is meeting client expectations. The M&S Engineer will integrate and guide the employment of constructive simulations in training and analytical work. This is ATS' entry-level position for its dynamic EST requiring rapid and aggressive progression in the associated skills and abilities in order to meet and sustain the mission of ATS' client base. This position supports the training, design, planning, execution, and after-action-review of exercises.

Job Duties:



  • Provide analysis of Muli-Year Training and Exercise Programs, Threat and Hazard Assessments, Capability Matrixes, and corrective action plans to inform the concept and objectives of Full-Scale Exercises.
  • Support the establishment of the Program Objectives and Milestones
  • Support design, development, set-up, and execute exercise operations
  • Lead the creation of multimedia and constructive simulation tools (hardware and software) and networks in support of Emergency Management Full-Scale Exercises
  • Establish a Simulation Control Cell (SIMCON) and Low Control Cells (LOCON) to include the set-up of workstations, communications, printers, Network Area Storage (NAS) device, networks, and internet connectivity
  • Create and/or modify constructive simulation scenarios based on the customer's goals and training objectives
  • Train LOCON personnel on the use of constructive simulation tools in the performance of their duties replicating live elements
  • Support various exercise planning meetings and/or working groups in accordance with the clients' requests and contract requirements
  • Support the EST in the building of simulations for exercise projects including but not limited to National Level Exercises (CAPSTONE/Ardent Sentry/Vibrant Response/Vigilant Shield), Special Focus Events (State), Vigilant Guard, CBRN Enterprise Exercises (CRE), All Hazard Defense Support to Civilian Authorities (DSCA), Defense Coordinating Officer/Element (DCO/E Certification Exercises (CERTEX), Terrorism Prevention and Regional Support Exercise Programs, National Special Security Event preparatory exercises, and installation Emergency Management exercises
  • Support the development of simulation scenarios for all types of exercises (e.g., workshops, seminars, tabletops, functional/CPX, full scale/FTX) across all mission areas (planning, prevention, protection, mitigation, response, and recovery)
  • Create training support packages (TSPs) that may include briefings, training schedules, training outlines, and practical exercises
  • Support the development of exercise products for clients including those occurring at various levels of defense and government agencies in accordance with national preparedness/defense related doctrine (DoD JTS & HSEEP); products to include but not limited to exercise scenarios, ground truth statements, MSELs, EEGs, SITMANs, ExPLANs, CE/OCT Manuals, read-ahead materials, and all other required exercise planning/conduct documentation
  • Support development of products for clients' exercise planning briefings and exercise delivery at all levels of leadership/stakeholders
  • Support SIMCON and LOCON operations during exercises of all types
  • Support the development of communications and coordination materials for distribution by the client
  • Train simulation operators on completing reports and other documentation, as necessary
  • Support planning for communications across a large diverse team of professionals
  • Support the development of various memorandum and administrative requirements as needed
  • Communicate simulation software status and issues affecting exercise conduct with Exercise Design and Control team
  • Performs other duties as appointed or assigned
  • Attend exercise and event planning meetings for supported training events and other events, as required
  • Other duties as assigned assisting with education, training, analysis, or ATS corporate projects


Basic Qualifications:



  • Associates degree (or equivalent experience)
  • Ability to set-up and troubleshoot a working closed computer network using a series of "dumb" switches
  • Ability to build a working knowledge of proprietary constructive simulation tools within the first 120 days of employment, dependent upon contract schedule
  • Ability to build a working knowledge of proprietary digital exercise support tools within the first 120 days of employment, dependent upon contract schedule
  • *DHS FEMA Independent Study Courses: IS-75, IS-100.b, IS-200.b, IS-700.a, IS-800.b, IS-120.a, IS-130, IS-201, IS-230.d, IS-405, IS-701.a, IS-702.a, IS-703.a, ICS-300


*These courses must be completed within specified timeframe upon hire, dependent upon the contract schedule, generally within 120 days



  • Basic level knowledge of the National Incident Management System (NIMS), and the ability to accurately and completely fill out and store Incident Command System (ICS) forms (within the first 120 days of employment, dependent upon contract schedule)
  • *HSEEP trained and demonstrate the ability to design a Table Top Exercise


  • Actual HSEEP training time will be dependent on the ability to schedule HSEEP Coursework in relation to the contract schedule, generally within 180 days


  • Working knowledge of MS Office products (Outlook, Excel, Word, PowerPoint, and Project)
  • Must be a US citizen with a Secret or higher security clearance
  • Good oral and written communications skills
  • Ability to effectively deliver presentations to small audiences
  • Good interpersonal skills
  • Ability to lift at least 30 lbs.
  • Must be willing to travel outside of Duty Location 10-15 times/year varying in length from three (3) days to two (2) weeks (approximately 50% of the year)


Preferred Qualifications:



  • Bachelor degree (or Associates degree and equivalent experience)
  • Prior military service, with basic level knowledge of military operations and training at the military installation level, and the ability to train and evaluate individuals
  • Prior Civil Support (CS)/Defense Support of Civil Authorities (DSCA) experience
  • Network+ Certification
  • Security+ Certification
  • A+ Certification
  • Ability to understand and write Military Operations Orders
  • Working knowledge of DOD DSCA capabilities and operations, to include those of the DOD Chemical, Biological, Radiological, and Nuclear (CBRN) Response Enterprise (CRE)

Working Environment:

The usual daily work conditions will be in an office environment located at Fort Sam Houston, TX. The job requires occasional lifting of computer and other equipment, generally not in excess of 30 lbs., usually in connection with equipment transport to off-site locations for exercise events. Additional physical requirements include: standing for periods of time exceeding one hour, crawl under or over office furniture, and sit for periods of time exceeding two hours. The exercise support staff typically travels with a high degree of frequency which is determined by the need of the company to fulfill contract requirements. Travel to training exercise locations regularly includes CONUS and its territories, as well as OCONUS military installations. Exercise duty may include extended work periods beyond 12 hours; air travel in excess of 18 hours on a single aircraft; outdoor working conditions; and driving for extended periods to work sites.
