Role summary
Establishes and operates the integrated planning, scheduling, progress-measurement, forecasting, and executive-reporting process for the capital program. The role creates a single, logic-based view across engineering, procurement, permitting, construction, commissioning, qualification, startup, and turnover. It enables timely decisions by identifying critical paths, variance drivers, constraints, and practical recovery actions.
Key responsibilities
- Define the scheduling basis, work breakdown structure, coding structure, calendars, milestone definitions, update cycle, and governance requirements.
- Develop and maintain an integrated master schedule covering engineering through final turnover and closeout.
- Validate activity logic, durations, constraints, calendars, float paths, interfaces, and critical and near-critical paths.
- Establish objective progress-measurement and schedule-update procedures and challenge unsupported status information.
- Facilitate recurring schedule updates and reconcile inputs from designers, contractors, vendors, CQV, and Owner functions.
- Identify negative float, late decisions, missing logic, access or resource constraints, and forecast slippage.
- Prepare recovery scenarios, time-impact analyses, and schedule risk assessments when required.
- Maintain baselines, assumptions, change logs, narratives, archives, and traceable schedule history.
- Produce look-ahead schedules and executive dashboards that reconcile to the current source schedule.
- Support change control and transfer final native schedule files and closeout narratives.
What success looks like
- The approved baseline represents the full authorized scope, interfaces, and required milestones.
- Activities have accountable parties, realistic durations, logic, calendars, and traceable dependencies.
- Critical-path conclusions are reproducible from the current native schedule.
- Progress is supported by defined completion rules and evidence, with forecast changes explained in the narrative.
- Dashboard milestones reconcile to the integrated schedule, and recovery plans identify actions, owners, dependencies, impacts, and decision dates.
Required qualifications
| Education, training, or equivalent experience |
Bachelor's degree in engineering, construction management, business, or a related field, or equivalent specialized project-controls experience. |
| Relevant experience |
Typically 8+ years in planning and scheduling for major capital projects, including development and maintenance of integrated, logic-driven schedules. Documented experience supporting construction projects with total installed cost exceeding $30 million is required. |
| Required skills or knowledge |
Advanced critical-path method scheduling; WBS and coding structures; baseline and change control; progress measurement; schedule quality review; variance, float, and trend analysis; recovery planning; schedule risk concepts; executive reporting; and integration of engineering, procurement, construction, and CQV milestones. |
| Required licenses or certifications, if applicable |
No license is required. Advanced proficiency in the Owner-approved scheduling platform is required; Primavera P6 capability is strongly preferred. Relevant site and data-governance training must be completed. |
Preferred qualifications
- AACE PSP, PMI-SP, PMP, or equivalent credential.
- Experience with quantitative schedule risk analysis and time-impact analysis.
- Experience in pharmaceutical, biotechnology, semiconductor, or other complex regulated capital programs.
- Experience integrating contractor schedules and building Power BI or equivalent executive reporting.
Key working relationships
- Project and program leadership, for baselines, forecasts, decisions, and executive reporting.
- Engineering, Procurement, Construction, CQV, Quality, Operations, vendors, and contractors, for status and interface validation.
- Cost controls and change management, for aligned forecasting and baseline governance.
Working conditions or role requirements
- Primarily office or hybrid work with regular attendance at project meetings and periodic onsite validation.
- Peak workload may occur around baseline approval, monthly updates, stage gates, recovery planning, and major turnover milestones.
- Schedule flexibility may be necessary to incorporate contractor updates and time-sensitive executive reporting.
- Limited travel may be required for program workshops or contractor planning sessions.
Additional information
- The role analyzes and forecasts schedule outcomes but does not authorize contractual completion-date changes.
- The successful candidate must be able to challenge optimistic or unsupported inputs while maintaining collaborative working relationships.
Role complexity note: Lead specialist role requiring authority, independent judgment, and integration across multiple contractors and Owner functions.
