Job Summary
Scottsdale Community College (SCC) is seeking a full-time Veterans Affairs Manager (Student Services Manager). This position will provide strategic leadership, operational oversight, and regulatory stewardship for Scottsdale Community College's Veterans Services office and the programs and services supporting veteran and military-connected students. The Manager leads a comprehensive, student-centered service model that integrates veteran education benefit certification and compliance with enrollment support, academic and resource referrals, engagement, retention, persistence, completion, and support to career or further education. The Manager serves as SCC's primary institutional liaison to the U.S. Department of Veterans Affairs (VA), the Arizona Department of Veterans' Services (ADVS), the State Approving Agency, the Department of Defense (DoD), MCCCD partners, and relevant community and military organizations. The position serves as or oversees the School Certifying Official functions and is responsible for the accurate and timely administration of VA educational benefits, the maintenance of program approvals and required records, the preparation for compliance reviews and audits, the interpretation and implementation of applicable regulations, and the communication of regulatory changes to students and college stakeholders. In addition, the Manager fosters a welcoming, veteran-supportive campus environment by overseeing the Veterans Lounge, supporting the Veterans Club and related programming, coordinating veteran-focused orientations and events, strengthening referral pathways to support services, and developing outreach and retention strategies for military-connected students. The Manager supervises assigned staff and VA Work Study students, manages budgets and resources, assesses program outcomes, and leads continuous improvement efforts. The position provides leadership for maintaining SCC's Arizona Veteran Supportive Campus designation and related institutional commitments. To best serve the students, department, and college, this position requires a physical presence on campus, with the possibility of partial remote work depending on business needs. 30% - Veterans Education Benefits, Certification & Regulatory Compliance: Provide leadership and oversight for the administration, certification, and reporting of federal and state veterans' education benefits and related military education programs. Serve as or oversee School Certifying Official (SCO), ensuring accurate certifications and required reporting, including student changes that affect benefit eligibility. Serve as the primary institutional contact for all external and internal partners. Maintain required program approvals, student records, policies, and procedures; coordinate preparation for VA, state, and institutional compliance reviews, audits, and reporting. 25% - Student Success, & Support: Lead a comprehensive service model supporting veteran students from onboarding through completion. Provide support with benefit understanding and process, orientation, educational planning referrals, residency assistance, scholarship and financial resource referrals, tutoring support, and navigation of campus and community services, and overall respond to the needs of our Veteran students. Oversee the Veterans Lounge and support the Veterans Club and other co-curricular opportunities that build belonging, peer connection, leadership, and engagement. Serve as a resource and liaison for students. 20% - Strategic Leadership, Assessment & Continuous Improvement: Develop, implement, and assess Veterans Services goals, operational plans, and priorities in alignment with SCC and MCCCD student success objectives. Collect, analyze, and report data related to military-connected student enrollment, benefit utilization, service delivery, persistence, completion, and program outcomes; use findings to recommend improvements. Monitor emerging legislation, regulations, national best practices, and trends affecting veterans and military-connected students and translate changes into operational practices, communications, and training. Develop, review, and continuously improve student experience. 15% - Staff, Operations, Budget & Resource Management: Manage daily Veterans Services operations. Supervise assigned professional, support and VA Work Study staff, including hiring, onboarding, training, work assignment, coaching, performance evaluation and professional development. Develop and manage departmental budgets and resources; monitor expenditures and ensure responsible stewardship of institutional and external resources. Develop and deliver training, updates, and resources for faculty and staff to strengthen campus understanding of military-connected student needs. 10% - Outreach, Partnerships & Institutional Engagement: Develop and sustain relationships with local, state, and federal veterans organizations, military partners, community agencies, employers, universities, and other organizations that expand resources and opportunities for military-connected students. Collaborate with internal offices and represent SCC at college, district, and community committees and events. Coordinate or provide leadership for Veterans Day and other veteran- and military-focused campus events, recognition activities, workshops, and outreach efforts. Perform other duties as assigned commensurate with the grade and scope of the position. SUPERVISION EXERCISED: This classification may be assigned to lead other regular staff. SUPERVISION RECEIVED: Receives general supervision on routine items which are performed according to established standards and procedures and receives specific work instruction regarding non-routine matters and deadlines. Minimum Qualifications
Bachelor's Degree from a regionally accredited institution in education, sociology, business administration or related field and five (5) years of progressively responsible student services or related experience that includes such things as administration of policies and procedures, program oversight and two (2) years of supervisory experience. OR An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.
