Position Description:
Support preconstruction activities for First Equipment Company (FEC) across Business Center and Strategic Project opportunities, including local business pursuits, large and complex projects, and other high-visibility opportunities. Independently perform defined preconstruction workstreams related to budgets, pricing, scope alignment, commercial support materials, and vendor analyses across On-site Equipment Rental Programs (OERP)-related equipment programs, cranes, site services, consumables, and related project support categories. Collaborate with stakeholders to support early project positioning, scope and commercial alignment, entitlement strategy, and delivery of complete, competitive, and execution-ready preconstruction packages. Exercise increasing independent judgment while escalating complex commercial, technical, or strategic matters to senior preconstruction team members and leadership as appropriate.

Essential Duties & Key Responsibilities:

  • Support preconstruction efforts across First Equipment Company (FEC) project pursuits ranging from local Business Center opportunities to large, complex, and high-visibility Strategic Projects involving equipment programs, cranes, site services, consumables, and related project support scopes.
  • Prepare budgets, detailed pricing and scope analyses, utilization reviews, cost studies, and commercial support materials for assigned project opportunities; evaluate project-specific requirements, delivery models, vendor assumptions, and support needs.
  • Independently perform defined preconstruction workstreams and assigned project packages, coordinate required inputs, maintain deliverables, and escalate significant scope, pricing, commercial, or execution concerns as appropriate.
  • Build, maintain, and analyze pricing tools, budget models, bid comparison workbooks, leveling sheets, and preconstruction workbooks that support consistent, data-driven recommendations.
  • Prepare and administer Request for Proposal (RFP) packages for vendors and service providers across multiple support models, including branch-supported work, on-site yard programs, hybrid structures, crane packages, site services, consumables, and related project support solutions.
  • Maintain and organize preconstruction data and documentation, including vendor rate sheets, category mappings, scope matrices, entitlement support materials, site logistics assumptions, technical support documents, commercial information, and bid comparison files.
  • Coordinate with stakeholders (e.g., Turner Preconstruction, Procurement, Business Development, Operations, local Equipment Managers, project teams, engineers, vendor partners) to support early engagement, scope clarification, bid alignment, technical and commercial reviews, and timely distribution of preconstruction information.
  • Support entitlement and commercial strategy, evaluate early establishment of FEC participation, determine scopes or categories requiring separate packaging, and positioning of rates, scope assumptions, and commercial considerations within Turner's preconstruction process.
  • Support early-stage planning for project requirements, including equipment and site services needs, yard and site logistics, servicing assumptions, consumables deployment, power needs, crane location and access, erection and dismantle considerations, and overall package structure, as applicable.
  • Develop value analysis studies and comparative reviews to identify cost-efficient, operationally practical, and commercially aligned solutions based on project requirements, schedule, duration, site conditions, logistics, and vendor capabilities.
  • Apply knowledge of project drivers that impact pricing and delivery, including project size and duration, schedule and structural sequencing, market conditions, site logistics, procurement strategy, vendor capacity, escalation assumptions, owner and contractual considerations, and entitlement requirements.
  • Prepare scope requisitions, category breakouts, and package structures to support complete coverage and appropriate allocation of equipment, crane, site services, consumables, and related project support scopes.
  • Prepare comparative analyses of active pursuits and historical project data to identify benchmarks, trends, risks, and leverage opportunities across FEC project types and support categories.
  • Obtain, organize, evaluate, and level vendor proposals relative to rates, equipment and service scope, yard build-out, erection and dismantle inclusions, engineering support, servicing assumptions, consumables support, and other commercial elements; document findings and participate in post-bid review processes.
  • Identify inconsistencies, exclusions, scope gaps, and commercial differences within vendor proposals and project documents and coordinate clarification with appropriate stakeholders.
  • Support development of recommendations arising from bid reviews, pricing analyses, vendor evaluations, scope refinements, and commercial discussions.
  • Track and close out assigned action items arising from bid reviews, scope refinements, vendor discussions, and internal alignment meetings; escalate unresolved issues or decisions requiring senior-level input.
  • Support transition of relevant pricing, scope, vendor, and commercial information from preconstruction into project execution to promote alignment between awarded assumptions and operational delivery.
  • Contribute to continuous improvement of FEC preconstruction tools, templates, data, workflows, and processes by identifying opportunities for greater consistency, efficiency, and accuracy.
  • Assist with onboarding, training, and rollout activities related to preconstruction tools and processes as assigned.
  • Apply American Society of Professional Estimators (ASPE) estimating standards and ethical guidelines when developing pricing models, bid comparisons, and vendor evaluations.
  • Other activities, duties, and responsibilities as assigned.

  • Qualifications:
    Bachelor's Degree from accredited degree program and minimum of 4 years of related experience in Preconstruction, Estimating, Procurement, Equipment or Rental Operations, or Construction Project Management, or equivalent combination of education, training, and experience
    American Society of Professional Estimators (ASPE) Associate Estimating Professional (AEP) designation obtained, or actively pursuing ASPE Certified Professional Estimator (CPE) credential, desired
    Working knowledge of building construction, materials, systems, market conditions, and trade practices
    Working knowledge of construction equipment categories, rental rate structures, and service delivery models, including branch-supported, on-site yard, and hybrid approaches
    Ability to read, interpret, and apply contract documents, drawings, specifications, scopes of work, and project schedules in the development of pricing and scope assumptions
    Ability to independently build and audit pricing models, bid comparisons, and leveling analyses, and to identify scope gaps, exclusions, and commercial inconsistencies across vendor proposals
    Advanced Excel skills, including multi-tab workbook construction, lookup and reference functions, and normalization of data across inconsistent vendor sources
    Familiar with Request for Proposal (RFP) administration, vendor proposal evaluation, and post-bid review processes
    Understand commercial and entitlement concepts relevant to equipment and project support scopes, including rate application, scope carve-outs, and subcontract flow-down
    Conceptual ability to work with limited information and quickly develop understanding of owner and project team requirements
    Ability to manage competing priorities and deliverables across multiple concurrent pursuits and meet deadlines
    Familiar with operating procedures and methods of other departments (e.g., Procurement, Operations, and Business Development)
    Presentation delivery skills and professional verbal and written communication skills, including ability to present analyses and recommendations, and tailor messaging to stakeholders across organizational levels and externally
    Proficient computer skills, Microsoft Office suite of applications, collaborative tools (e.g., Teams, SharePoint); familiar with estimating, database, and reporting platforms
