JOB PURPOSE:

The Program Manager will oversee day-to-day operations of the U.S. Customs and Border Protection (CBP) Workforce Wellness program. This position ensures efficient execution of program activities to include outreach, health and wellness services, case management, physical fitness, nutrition planning, scheduling of behavioral health services, coordination of services with community service partners, budget management and direct supervision of program staff. The Program Manager is accountable for monitoring program performance, managing resources, and ensuring all contractual requirements, deliverables, and reporting obligations are completed accurately and within established program requirements and timelines.

The Program Manager must possess a strong understanding of the unique needs and challenges faced by law enforcement personnel and their family members. This position requires knowledge of case management practices, behavioral health interventions, wellness programming, and continuous process improvement methods. Serving as the primary representative of the program, the Program Manager acts as a key liaison with stakeholders, promotes the capabilities and impact of the CBP Workforce Wellness Program, and fosters strategic partnerships that enhance service delivery and support positive outcomes for participants.

Qualifications

ESSENTIAL JOB RESPONSIBILITIES:

Oversee & support all operations for the CBP Workforce Wellness Program, including the accumulation of outcome data tracking and reporting Key Performance Indicators (KPI's) to leadership.
Ensure program operations are conducted in accordance with contractual obligations, organizational standards, and applicable policies and procedures.
Initiate, guide, and support staff with continuous quality and process improvement.
Forecast budget planning and execute expenditures of program funds to achieve the projected financial outcomes.
Collaboratively work with program staff to monitor client needs and implement new support services when indicated.
Work proactively with the government Contracting Officer's Representative (COR) to ensure alignment on program objectives, facilitate issue resolution, and support continuous program improvement while maintaining compliance with all contractual standards.
Maintain regular communication, providing program updates, addressing operational concerns, and ensuring all contractual requirements, deliverables, and performance expectations are met in accordance with the contract.
Oversee performance measurement, capturing and reporting client outcomes, and coordinating outreach events as appropriate.
Track and complete funder deliverables, audits, surveys, and compliance requirements.
Participate in, organize, develop, and deliver staff training on established best practices, policies, and program procedures.
Develop training materials, guidance documents, and Standard Operating Procedures (SOPs) to support operational consistency, regulatory compliance, staff development, and continuous quality improvement across program operations.
Participate in leadership meetings, strategic planning discussions, community engagements, and other collaborative efforts designed to strengthen partnerships and advance the goals of the Workforce Wellness Program.
Develop and maintain strong professional relationships with agency leadership and key stakeholders to ensure program alignment, promote engagement, and facilitate effective service delivery.
Manage Community Outreach and Communication to ensure CBP Employees and their family members take full advantage of the program's services.
Represent Endeavors at conferences, meetings of service providers within the community, and liaising with other organizations at the local level to maintain partnerships and share work of the program.

ESSENTIAL QUALIFICATIONS:

EDUCATION: An Undergraduate Degree from an accredited college or university in a health sciences field (i.e., social work, psychology, healthcare administration), criminal justice field, or in a related field; and five (5) years of progressively responsible experience in people management, planning operations, budgets, and projects; OR any combination of experience and education that results in the required knowledge, skill, and abilities is required

EXPERIENCE: 5+ years of experience with managerial/supervisory responsibilities and program level leadership experience is required. Experience across a range of modalities within social work or counseling. Experience with health and wellness/or suicide prevention, experience working with a Military, Veteran, Law Enforcement, and/or First Responder population, experience in overseeing/ managing employer-based wellness programs, and experience delivering training related to wellness, behavioral health, or suicide awareness, OR any combination of experience and education that results in the required knowledge, skills, and abilities is required.

ATTENDANCE: Must maintain regular and acceptable attendance at such level as is determined in the employer's sole discretion.

LICENSES: Driver's License must be valid and must be able to successfully pass a government background investigation.

VEHICLE: Must have daily use of a vehicle without prior notice.

OTHER: Must be available and willing to travel to various locations and with such frequency as the business need dictates. Must be available and willing to work nights, weekends and holidays as required to meet business needs. Must not pose a direct threat or significant risk of substantial harm to the safety or health of himself/herself or others. Employee should expect to work unpredictable schedules that include evenings and weekend days as needed to accommodate operations.
