The Supportive Team for Eviction Prevention (STEP) Manager is responsible for direct oversight and supervision of the staff supporting the Eviction Prevention Program. This position is responsible for outcome management and is responsible for ensuring that all Supportive Housing documentation standards are met and will provide feedback on improvement when appropriate. This position is responsible for maintaining complex and vital relationships with multiple internal and external partners including but not limited to the Community Management team, Health Services, and various Department Managers across Supportive Housing and Housing. Program: The Supportive Team for Eviction Prevention (STEP) is a specialized program within Central City Concern's Supportive Housing division that helps residents maintain stable housing and avoid eviction. Launched in 2025, STEP serves tenants facing housing instability due to lease violations, behavioral health challenges, treatment engagement barriers, non-payment issues, or other risks to housing retention. The program prevents homelessness through early intervention, intensive support, and coordinated care. Services include case management, mediation, housing diversion, tenant stabilization, and collaboration with behavioral health providers, property management teams, and community partners. Using a trauma-informed and recovery-oriented approach, STEP helps residents overcome barriers, strengthen housing stability, and achieve long-term success while remaining safely housed. Location: The Starlight (355 NW 6th Ave. Portland, Oregon) Schedule: Monday - Friday, 8:00am to 4:30pm Compensation: $57,000/yr to $80,000/yr, Final comp will be determined based on relevant experience, education, credentials/licensure, and internal equity. MINIMUM QUALIFICATIONS:
- High School or GED required. Bachelor's degree in social work or another relevant social science field.
- 3 years supervisory/lead experience in direct human services/housing practices or similar work experience working with the homeless population in a relevant setting.
- Knowledge of fair housing laws and tenant rights and familiarity with social, health and benefit resources in Multnomah County.
- Must not actively be on probation or parole.
- Demonstrated supervisory skills are essential.
- Understanding of recovery terminology and ability to apply concepts.
- Will be required to work at multiple locations.
- Competent with MS Office suite of software including ability to create basic business documents and spreadsheets and manipulate data.
- Must possess a current driver's license, pass a DMV background check and be designated an "acceptable" driver as outlined in Central City Concern's Fleet Safety Policy. Must pass an initial drivers training and then pass an annual recertification. Must maintain vehicle insurance coverage of a minimum of $100,000/$300,000 personal auto liability coverage.
- Must pass a pre-employment drug screen and background check.
- Will be required to carry an agency cell phone for work use. Cell phones will be provided by Central City Concern.
- Physical ability to bend, stoop, kneel, squat, twist, reach, pull and lift heavy objects and able to climb stairs several times a day, with reasonable or no accommodation.
- Applicant must be able to work in all CCC buildings. Some CCC buildings have restrictions due to criminal background and/or active probation and parole.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Provide leadership, oversight, training, support, and supervision to Eviction Prevention Specialists.
- Uphold and implement best practices to ensure client access, establish integrated outcomes measures and meet organizational compliance.
- Monitor program outcomes in accordance with CCC and funding requirements, and report outcomes to leadership on an agreed-upon cadence.
- Monitor and respond to program budgets, including revenues, expenses, and variances, within the scope of this position.
- Monitor, and assist as appropriate, staff efforts to connect residents to appropriate community-based resources.
- Responsibilities include hiring, conducting regular performance evaluations, coaching, reviewing requests for time off and schedule changes, discipline, and termination of assigned personnel with support from Associate Director of Permanent Supportive Housing Services.
- Plan and facilitate regular staff meetings. Oversee and facilitate events as needed.
- Work with Associate Director on required internal and external reports in an accurate and timely manner.
- Oversee appropriate management and maintenance of client records system. Input and maintain accurate records of clients progress in working toward goals using MS Word and Excel and HMIS.
- In partnership with the Associate Director of Permanent Supportive Housing Services, conduct partner and internal program, file, and data audits.
- Provide support and guidance to Eviction Prevention Specialists who are assisting individuals in prevention eviction. Take a hands-on approach with team members when difficult client related issues need resolution.
- Support Eviction Prevention Specialists to develop complex case plans to mitigate eviction risk, with frequent check-ins and partnership with property management staff. Assist in problem solving issues with both staff and residents.
- Work with department managers and funding partners to develop standardized reporting mechanisms. This position is responsible for preparation and submission of reports to state and local agencies, funding partners, and CCC management.
- Attend appropriate community professional meetings. Assist in completing required reports for the Housing Department, Supportive Housing Department, Health Services, and/or Administration Department promptly and accurately.
- Provide functional backup for Eviction Prevention staff during periods of absence.
- Complete required documentation in a timely and accurate manner.
- Participate in compliance, quality assurance and quality improvement activities as directed.
- Attend appropriate community professional meetings, trainings, and events.
- Adhere to all state and federal privacy and security regulations applicable to the program, and to CCC policies and agreements regarding confidentiality, privacy, and security. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.

SKILLS AND ABILITIES:
- Strong time management, follow through, and organizational skills.

- Preferred knowledge of landlord-tenant law and fair housing law.
- Familiarity with Microsoft Outlook, Word, and Excel.
- Knowledge and skills in working with individuals challenged by homelessness, health, mental health, and or chemical dependency issues.
- Ability to successfully interact and communicate clearly with a wide variety of people including landlords, partnering agencies, supervisors, and co-workers.
