Job Overview
The Project Manager (PM) oversees the day-to-day aspects of assigned projects and maintains overall responsibility of them, including scope, schedule, cost, technical requirements, and quality performance. The project team supports the PM for the project assigned but do not report directly to the PM organizationally. Project teams consist of multiple personnel throughout the broader NSS organization. The PM follows the project from start to finish. The PM falls within the Project Management Office (PMO) organization within the ESD. The PM reports directly to the project management lead under the supervision of the PMO Manager, Engineering Manager, and Director of Engineering.
Responsibilities
Essential Job Duties:
- Maintain overall responsibility for assigned projects from initial formulation through execution and closeout.
- Lead Task Order (TO) formulation and Scope of Work (SOW) development, including defining scope sufficiently to support the Basis of Estimate (BOE), project schedule, and baseline budget.
- Lead development of the Project Management Plan (PMP), when required, and ensure appropriate Safety, Quality, Environmental, communication, and project-specific plans are established.
- Develop and manage project baselines, including technical narratives, estimates, resource-loaded schedules, budgets, and priced proposals.
- Monitor project cost and schedule performance, including monthly schedule updates, Latest Revised Estimate (LRE), accruals, forecasts, and variance analysis.
- Manage project change control, including change notifications, change orders, variance tracking, and required baseline adjustments.
- Maintain required project status and technical percent-complete updates in Maximo and prepare recurring contract deliverables and customer reports.
- Lead project kickoff meetings, recurring project reviews, and other required project meetings throughout the project lifecycle.
- Serve as a primary interface with customers, stakeholders, engineering, procurement, construction, subcontractors, and other project team members.
- Perform and support pre-solicitation, procurement, award, and post-award activities, including review of subcontractor schedules and project deliverables.
- Ensure subcontractor schedules and reports provide sufficient detail to accurately measure and report project progress.
- Coordinate engineering design reviews, procurement activities, construction readiness, construction execution, startup, testing, and turnover.
- Monitor project risks, issues, milestones, and deliverables and implement corrective actions when required.
- Ensure applicable quality inspection and test plans, environmental requirements, regulatory requirements, and contractual requirements are addressed throughout project execution.
- Coordinate contractor redline drawings and final as-built documentation with Engineering.
- Oversee project closeout, including technical, operational, and financial closure, final deliverables, and Lessons Learned.
- Ensure adherence to established project management standards, processes, and contract requirements.
- Perform other duties as assigned.
Salary Range: $75,000 - $95,000 annually
Job Requirements
Mandatory:
- Bachelor's degree in engineering, construction, technology, business, project management, or a related field, or an equivalent combination of education and relevant experience.
- Minimum of one year of experience managing successful Engineering, Procurement, and Construction (EPC) projects.
- Must be a U.S. Citizen and able to obtain and maintain the required NASA badge.
- Must possess and maintain a valid driver's license.
- Must be able to successfully complete required background screening and drug testing.
- Ability to read and interpret blueprints, drawings, specifications, standards, and related engineering documentation.
- Demonstrated ability to lead and work effectively within a team environment.
- Strong verbal and written communication, organizational, planning, and attention-to-detail skills.
- Ability to work independently, follow detailed instructions, and manage multiple priorities.
- Ability to effectively interface with personnel at various levels in a team-oriented work environment.
- Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, and Teams.
- Demonstrated resourcefulness in researching documents, databases, and other sources to gather required information.
- Familiarity with design, construction, and engineering terminology.
Physical Requirements:
- Must be able to lift up to 50 pounds at a time.
- Walk up to six hours per day.
- Walk up/downstairs frequently.
- Stand up to six hours per day.
- Climb ladders and scaffolding.
- Wear PPE gear when required (steel toe shoes, safety glasses, hard hat, gloves).
- Tolerate extreme cold/heat for when required.
