Summary Statement:

In accordance with IDA practice and procedure, this position is responsible for the overall administration and reporting of Division task and project-related financial data. Responsibilities cover a wide range of activities in support of the Division's objectives, including the preparation and reporting of budget information, representing the Division at designated functions or on committees, and helping Division management in the preparation of program plans.

Primary Responsibilities:

Assists Division Director and other Division and headquarters management staff in the task order and funding process; provides current status information as required. Functions include:

1.Acting as a strategic business partner for Division Director and other Division and headquarters management staff in the project description (PD) and funding process, providing current PD status information as required.
2.Responsible for planning, preparation, analysis and reporting of Division direct and indirect budgets, program planning, and project and project-related financial analyses & reporting.
3.Provides decision support analyses and recommendations to Division management in the preparation of program plans, in the annual budget development process and throughout the fiscal year.
4.Oversees the Division's PD process, including the preparation, cost estimation, dissemination, review, and processing of PDs.
5.Prepares monthly Program Plan for Director approval.
6.Works with Research Staff Members in the preparation of project budgets, reviews project status reports.
7.Coordinates all aspects of the Central Research Program to include proposal submissions by staff, and tracking approval status and funding expenditures.
8.Partners effectively with Finance in the development, management, analysis and reporting of the Division's key financial metrics Revenue, Cost per Staff Year, Staff Year Delivery and Indirect spending.
9.Performs other duties as assigned.

Minimum Requirements/Qualifications:

*Minimum of a BS/BA degree in related field such as finance, economics, accounting or other business-related discipline; MBA preferred.
*Ten or more years of progressively responsible work experience in comparable environment, preferably government contracting, including experience in budget management, financial planning and analysis, travel management, property management, and timekeeping.
*Experience with and demonstrated knowledge of government contracting, Cost Accounting Standards, and the Federal Acquisition Regulations (FAR) strongly preferred.
*Proven analytical skills, innovative problem solver.
*Excellent interpersonal abilities and oral and written communication skills.
*Proven experience with Microsoft Office Products (Word, PowerPoint, Excel) and working with an integrated business system such as Deltek/Costpoint.
*Must also have supervisory/management experience.
*U.S. Citizenship is required.
*Ability to obtain and maintain a security clearance is required.
*Successful completion of a criminal background check is required.

Compensation

We support transparency, equity, and fairness in our compensation program and provide a reasonable estimate of the salary range based on data-driven market analysis for each position. While it is not typical for an individual to be hired at or near the top of the range, a reasonable estimate of the salary range for this role is $121,284 - $194,054. Individual salary within this range will be commensurate with the incumbent's experience, unique skills and qualifications, and other relevant factors.
