The Outreach Manager will support the California-based Public Sector energy efficiency program team. The Public Sector energy efficiency team focuses on implementing California ratepayer-funded energy efficiency and electrification programs within Southern California. The Outreach Manager will work with various internal and external stakeholders to proactively engage public agencies through targeted outreach to maximize program enrollment and participation within the Southern California Edison and Southern California Gas territory. Lead and/or assist with energy efficiency project management activities focused on serving California local governments, school districts, tribal nations, and federal agencies. The role will require a high level of collaboration, attention to detail, and the ability to navigate local government decision-making, procurement, regulation, and energy efficiency and electrification rebate requirements on behalf of program participants.

Essential Duties and Responsibilities

  • Develop and implement targeted engagement strategies to strengthen public agency relationships and increase program participation over time.
  • Serve as the dedicated point of contact for public agencies, coordinating with internal teams to ensure timely and effective delivery of the program's technical services.
  • Interface with key stakeholders to execute relationship-based strategies for acquiring new public agency participants.
  • Meet with interested public agencies to guide them through the onboarding process and set the foundation for successful program partnership.
  • Assist participating agencies in navigating internal approval processes to secure buy-in and advance program participation.
  • Collaborate with the program's management team to ensure efficient, compliant delivery of technical services to participating agencies.
  • Collect and verify all required documentation to support project referrals for programs deemed, custom, and Normalized Metered Energy Consumption (NMEC) incentives, ensuring compliance with CPUC requirements.
  • Support the planning and execution of program-related events, including logistics coordination and on-site assistance, as needed.
  • Represent the program at tabling events and direct community-based outreach activities to promote program awareness and participation.
  • Lead and/or support the completion of program-related reporting requirements, ensuring accuracy and timeliness.
  • Track program milestones and deliverables, providing regular status updates to stakeholders at all levels (executives, management, and project team members).
  • Proactively identify and escalate issues and risks, taking ownership of resolution efforts.
  • Identify and implement process improvements within outreach and onboarding workflows to increase program participation.
  • Travel requirements vary by week but should be expected to average approximately 20% for meetings, agency engagement, and outreach activities.

Job Requirements / Qualifications

  • Bachelor's or Master's degree in public administration, business administration, engineering, environmental science/studies, economics, or related field, with a focus on or exposure to the energy sector.
    • Bachelor's degree with more than 3 years of related experience.
    • Master's degree with more than 1 year of related experience.
  • Must reside within Kings, Tulare, Kern, Riverside, or San Bernardino County to support in-person agency engagement and outreach activities within the program's service area.
  • Knowledge of standard energy efficiency and electrification technologies.
  • Knowledge of the California ratepayer-funded energy efficiency marketplace.
  • Knowledge of Key Opinion Leader (KOL) concepts and strategies that leverage trust and credibility to drive customer acquisition.
  • Experience using CRM or other computerized tracking/database systems.
  • Ability to engage with and manage internal and external stakeholders to drive program results.
  • Ability to clearly communicate public sector energy efficiency technical services to diverse audiences.
  • Proficiency in Microsoft Excel and the Office suite to document and communicate effectively.
  • Ability to deliver results that achieve business outcomes and build lasting relationships.
  • Ability to align organizational and client goals to drive project success and business growth.
