Job Announcement

This position performs a wide variety of professional financial and accounting functions in support of the JDRDC Business Areas. Utilizes SAP FOCUS automated system for processing financial transactions for all JDRDC funds, including General, Title, Grant, and Gift Funds. Ascertains sufficient funds are available and uses correct coding elements. Prepares/processes a variety of financial documents in SAP FOCUS, to include: encumbrances, change orders, payment vouchers, cash receipts, journal entries, budget entries, and invoices. This position works under general supervision of the Financial Specialist III.

Performs detailed reconciliations per department policy, ATB-20. Assists in preparation of annual operating budgets and appropriate justifications. Monitors the WPFO budgets and billings. Ensures the integrity and accuracy of financial records, identifies errors, and prepares correcting entries. Maintains electronic ledgers and spreadsheets of budget and expenditure records. Assists in audits. Prepares and analyzes budget and expenditure reports using SAP FOCUS and Agency's internal expenditure approval system. Maintains complete and well-organized digital and hard-copy documentation of all financial actions. Trains other personnel, as needed, on finance/accounting processes/duties.

This position oversees the daily accounts payable and accounts receivable work, as well as grant administration for the JDRDC. Development and preparation of accounts payable and receivable activities for the Juvenile and Domestic Relations District Court Services Unit, including creation of encumbrances (e.g., funds reservations, purchase orders, etc.), payments (e.g., purchase order, P-Card, check request), billing (e.g., invoicing), deposits (e.g., revenue), purchase card custodian, as well as monitoring, tracking, reconciliation, and reporting of the budget and budgetary transactions. With supervision from the Financial Specialist III, manages the federal and state grant development process and prepares grant financial reports. Interacts with staff, vendors, other agency contacts and officials both orally and in writing to respond to inquiries. Assists Financial Specialist III with budget process activities including third quarter, year-end, and carryover projections and submissions.

The assigned functional areas of this position are accounting, finance and business administration.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least 6 credit hours of basic accounting principles and concepts.

BRIDGE CLASS EMPLOYMENT STANDARDS:

Four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level.
The purpose of this bridge class is to promote upward mobility within the Fairfax County
workforce. However, persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.

NECESSARY SPECIAL REQUIREMENTS:
  • This position is considered essential personnel for purposes of continuity of operations and may be required to respond during inclement weather or emergency situations.
  • The appointee to the position must satisfactorily complete a criminal background check, Child Protective Services Registry check, and credit check.

PREFERRED QUALIFICATIONS:
  • General knowledge of laws ordinances and regulations governing municipal finance.
  • Ability to interpret automated financial reports and financial policies and procedures.
  • Ability to analyze revenue and expenses and make projections.
  • Ability to complete budget documents in accordance with the Department of Management and Budget.
  • At least two to less than three years of experience with accounts payable and purchasing.
  • At least one year experience with grants and grant reporting.
  • Experience with creating and presenting reports.
  • Experience with financial management
  • Experience with accounting.
  • At least one year experience presenting reports to senior level staff.
  • At least one year experience working with financial modules of enterprise resource systems (ERP) and databases.
  • Intermediate to Advanced experience using Microsoft Excel.
  • Beginner to Advanced experience using Microsoft Word.

PHYSICAL REQUIREMENTS:
Ability to communicate with others. Ability to lift up to 15 pounds. Job is generally sedentary in nature; however, visual acuity is required to read data on computer monitor, and incumbent must be able to operate keyboard-driven equipment. All duties performed with or without reasonable accommodations.
