Sr Engineering Technician
Purpose:
- Valkyrie Enterprises has an immediate need for a Sr Engineering Technician who will be responsible for conducting ship checks aboard US Naval Vessels to verify the scope of work outlined in USN Work Notifications, located in Marysville, WA.
- The Specification Development and Advance Execution Support (SDAES) Division, is responsible for conducting ship checks onboard Navy Vessels of Work Notifications (WN) brokered to the customer in support of Work Item development by the planners. A ship check consists of reviewing the brokered WN for accuracy and work scope, identifying components & equipment, associated system piping, and ship's structure to accurately describe existing conditions to properly develop Work Items/Specifications (WIs). After the ship check is completed on board the ship, required reports and forms that contain ship check information including sketches & photographs, will be forwarded to the respective planner for work item development. As ship checkers gain knowledge and experience, the expectation is to follow a progression from ship checker to specification planner. The planner function is recognized as the prime function of the SDAES Division, and ultimately ship checkers will aspire to this role after developing the requisite experience. The customer accomplishes the writing of work specifications for contracted Shipyards to conduct repairs, installations, and alterations to US Navy ships in a maritime environment. All systems and equipment aboard ships are included, except nuclear power plants. Once moved to a planner position, you will be responsible for the planning/estimating of repairs and ship alterations including work definition, material identification and cost using drawings, technical documents, NAVSEA Standard Items, and other published directives. Needs to be experienced in Hull, Mechanical, and Electrical Systems (HM&E) on Navy Ships.
Job Description:
- Using applicable drawings and references, conduct ship checks onboard Navy vessels in direct support of the Planners to validate the work notification, determine the scope of repair, and provide the Planner with amplifying information to aid in work item development.
- Identify interferences and any other special circumstances that will impact the planning process and work item development.
- Document the ship checks with detailed information and photographs on the approved ship check forms in PDF format that can be used in the work item development and uploaded into NMD by the Planners.
- Duties include taking 2-Kilos, Job Sequence Numbers (JSN), or Work Notifications (WN) Alteration Installation Team (AIT) requests for repair, routine avail required work, modernization and preventative maintenance actions and presenting as work specifications. Provides detailed cost estimates to the paragraph and trade level for the developed work specifications.
- This position requires an understanding of the Joint Fleet Maintenance Manual (JFMM), ship repair planning and estimating requirements, U.S. Navy surface ship maintenance and modernization planning processes, use of the Navy Maintenance Database (NMD) and use of the Validation, Screening, and Brokering (VSB) automated information systems.
- Draft depot level 4E Hull (Structural) type work specifications for repairing and modifying structures of ships that may include tanks, superstructure, hull, or interior spaces.
- Draft depot level 4E Mechanical type work specifications for installing and modifying marine main propulsion diesel engines, steam turbines, gas turbine engines as well as diesel, steam and gas turbine electrical generators and component systems. Also included will be pumps, refrigeration/air conditioning, and laundry equipment.
- Draft depot level 4E Electrical type work specifications for installing and modifying of distribution panels, switches, switchboards, controllers, voltage regulators, current transformers, electric motors, storage batteries, voltage transformers, and electrical power equipment including shipboard elevator systems.
- Draft depot level 4E Ship Alterations type work specifications for a multitude of fleet modernization projects.
- Ability to read and interpret ship installation drawings, installation specifications, and NAVSEA Standard Items is a must.
- Candidate will be responsible for the quality review of their planning products to ensure compliance with all aspects of the work request, including boundaries, scope, interferences, technical requirements, quality assurance requirements, material cost and man hour cost estimates.
Qualifications:
- Must have a bachelor's degree or equivalent and appropriate Trade School or related Armed Forces School or at least 15 years related experience. Marine Engineering field holding responsible engineering related positions, plus successful completion of Naval schools such as the Naval Academy/Shipyard Academy which together with other experience will give the requisite knowledge competency.
- Must have extensive knowledge of Navy ship compartmentation and lay-out.
- Must have knowledge of Navy Structural, Mechanical, Piping, and Electrical systems.
- Must have the ability to read, understand and validate Work Notification and to determine the scope of work contained within the Work Notification.
- Must have comprehensive writing and communication skills capable of both verbal and written findings and recommendations to the Planner/Estimators.
- Must be a self-starter with the ability to work well with others.
- Must have knowledge of Navy ship compartmentation and lay-out.

- Must have knowledge and experience in NAVSEA Standard Items (NSI), JFMM VII-4E, military and commercial specifications and standards, naval drawings, shipbuilding/ship repair practices and industrial processes.
- Must be proficient in working/use of NMD, if not familiar with NMD, must be a fast learner.
- Must have the ability to conduct shipboard Ship Check on related work to Work Specification being developed.
- Must have ability to lift, carry, and transport heavy equipment and boxes. The exact weight requirements will be determined by the specific job, but no less than 30 lbs.
- Must have a current and valid Driver's License.
Desired Qualifications:
- Associate's degree or higher is preferred.
- Some knowledge of Microsoft Office and Adobe programs including word processing.
Security Requirements:
- Must be able to obtain and maintain at least a DoD Confidential Security Clearance and a Common Access Card (CAC) to gain access to government information and work sites, naval shipyards, and private shipyards.
Travel Requirements:
- Occasional travel -less than 10%
- 10% overseas travel expected. Must be able to obtain a Passport, CAC and or DBIDS pass.
- If position requires travel by domestic flight or access to secure federal facilities/military bases, candidate must be able to obtain (by start of position) and maintain appropriate identification credentials, such as REAL ID. Physical Requirements:
- Physical ability to climb ladders, transit decks and perform work on Navy vessels and the harsh environments found in shipboard compartments.
