WHAT WE DO AT NORRIS, INC.
Norris' Group Care Programs include a Residential Unit for boys, a Residential Unit for girls, and a Shelter Unit, all providing treatment, educational, and therapeutic recreational services to youth ages 12 through 17 and their families. Youth receive services related to mental health emotional behavioral disorders, problematic sexualized behaviors, AODA, and trauma, including physical, sexual, emotional abuse or neglect. WHAT WE ARE LOOKING FOR
Norris is currently seeking a Facilities & Grounds Manager for our beautiful campus in Mukwonago! Under the direction of the Chief Financial Officer (CFO), the Facilities & Grounds Manager is responsible for the overall management of Norris' 863 acres of buildings and grounds including the Norris School District and related contracts. The FGM ensures all facilities, including buildings, grounds, and vehicles are operationally efficient, well maintained, and safe, seven days a week. The FGM directly supervises the Buildings and Grounds Supervisor. The FGM also participates in special projects as needed.


The hours from this position are approximately 7:00am-3:30pm, and rotating weeks being on-call.

ESSENTIAL DUTIES
  • Overall responsibility to manage the buildings and grounds services budgets to include all expenses from employee utilization to building supplies, maintenance costs, and contracts (e.g., Landscaping, well management, etc.).
  • Manages any buildings and grounds contracts at the River's Edge Campus by ensuring quality services are provided to the youth and employees and any issues or needs are addressed timely with the vendor.
  • Provides weekly or bi-weekly consultation and supervision to direct reports, based on personalized professional development plans.
  • Daily, weekly, monthly, quarterly planning to achieve completion of routine, preventative, and corrective maintenance of all buildings and grounds.
  • Oversees the process for open work orders, which includes establishing work order priorities and maintaining timely documentation regarding the status of the work orders in Spiceworks.
  • Ensures the proper, safe use and maintenance of all equipment, systems and building components including, but not limited to, mechanical and electrical systems, HVAC, plumbing, vehicles, furniture, paint, tiles, etc.
  • Identifies and recommends changes in buildings and on the grounds to be consistent with appropriate codes and authorities to ensure safe operations.
  • Ensures painting, landscaping, lawn mowing, cleaning, snow removal, HVAC, wiring and any other tasks as self-identified or by program and administrative staff, are addressed timely and with quality.
  • Primary responsibility for fire and emergency responses to include regular review and posting of evacuation routes and coordination of drills in collaboration with program and administrative team members.
  • Communicates on a routine basis with key building stakeholders in program and administrative departments to successfully manage facility maintenance and safety issues.
  • Manage the organization's key control program by monitoring key inventory, cutting and issuing new keys, maintaining accurate distribution records, retrieving keys from departing employees or contractors, and ensuring all keys are properly secured and accounted for in accordance with organizational policies and security standards.
  • Manage the organization's vehicle fleet by overseeing vehicle assignments, scheduling, maintenance, inspections, registration, licensing, fuel usage, repairs, and replacement planning. Monitor fleet condition and utilization, maintain accurate records, ensure compliance with safety and regulatory requirements, coordinate vendor services, and support staff with vehicle reservations, accident reporting, and operational procedures to ensure a safe, reliable, and cost-effective fleet.
  • Assesses and anticipates facilities-related projects and recommends appropriate action and resources, including business case justification through the creation of requests for proposals and related projects.

POSITION REQUIREMENTS:
  • Associates or Bachelor's degree in engineering, safety, construction or related program required. Relevant certifications preferred.
  • Minimum five years related experience and/or training.
  • A minimum of three years management experience is required, preferably in the non-profit or health or educational services industry.
  • At least 5 years of progressive experience in the construction and/or maintenance field required.
  • Knowledge of the requirements and limitations of Wisconsin Department of Children and Families Chapter 52: Residential Care Center of Children and Youth as well as other applicable administrative codes, rules and regulations is preferred.
  • Experience, understanding and ability to manage the contractual and internal performance outcome threshold and regulatory requirements of The Occupational Safety and Health Administration (OSHA).
  • Experience, understanding and ability to maintain dams and ponds per DNR regulations.
  • Ability to become a certified well operator.
  • Knowledge of methods, materials and equipment used in cleaning and maintenance.
  • Small & heavy equipment operation, landscaping, turf maintenance, construction and janitorial duties.
  • Knowledge of methods, materials and equipment used in cleaning and maintenance.
