PORTCO was founded in 1991 as an Employment Service Organization to provide transitional, supported employment and vocational services to individuals with disabilities who could not otherwise find and maintain competitive employment on their own. About the Job PORTCO, Inc. seeks a working Project Manager / Site Lead to run day-to-day operations and maintenance of the Dwight D. Eisenhower Memorial under our contract with the National Park Service. This is a hands-on leadership role: you are the government's single point of contact, the quality-control inspector, and the senior technician who keeps the memorial's mechanical, electrical, plumbing, and lighting systems running. You lead a small on-site team and coordinate specialty subcontractors (fire alarm, masonry conservation, arborist, and equipment manufacturers). This position is designated Key Personnel under the federal contract - your resume is subject to government approval. Essential Duties and Responsibilities Manage the Contract Serve as full authority point of contact with the NPS Contracting Officer's Representative (COR) for daily operations; attend weekly government meetings. Build and run the annual preventive maintenance schedule; ensure every scheduled PM task is completed within its month. Inspect all work (self-performed and subcontracted) under our Quality Control Plan. Produce the monthly report: PM completion status, repair history, service call log, and system reports with before/during/after photos. Schedule and supervise specialty subcontractors; give the government 24-hour written notice before any major equipment shutdown. Provide quotes (labor + materials breakdown) for repair task orders; respond to urgent calls within 1 hour and have work underway within 2 hours. Maintain the Systems (hands-on) Underground Equipment Control Center: circulation and sump pumps, electrical distribution, air conditioning units, water heaters, and a large rainwater cistern. Three Watts pumping systems (irrigation, flushing, filtration) with Variable Frequency Drives (VFD), Programmable Logic Controllers (PLC), and Human-Machine Interface (HMI) control panels. Water treatment: self-cleaning strainers, bag filtration, UV disinfection, chlorination; annual backflow preventer testing (reported to DC Water). Memorial lighting system and its computer control system - daily performance monitoring, repairs, programming cycles. 480V sidewalk snow-melt heating system (startup Dec 1, shutdown Apr 1); seasonal winterization and spring startup of irrigation and fountains. HVAC preventive maintenance, monthly filter changes, pre-season critical maintenance, fire damper testing coordination. Troubleshoot and repair plumbing, electrical, and mechanical faults; restore restroom fixtures within 24 hours. Quality Control (QC)
