Introduction

The Loudoun County Sheriff's Office is looking for a full-time Budget Specialist to join our team. The position is located within the Administrative and Technical Services Division at the Loudoun County Sheriff's Office Headquarters Building.


Job Summary

The Budget Specialist provides comprehensive financial and budgetary support to the department's Financial Budget Manager and the entire agency. As an integral member of the finance team, this position collaborates with staff to process financial transactions and oversee a variety of purchasing and revenue activities. The Budget Specialist is required to work on site at the agency's headquarters; telework is not available for this position.

The Budget Specialist's responsibilities include, but are not limited to the following:
* Reconcile and process accounts receivable and accounts payable.
* Manage and process credit card revenue receipts.
* Prepare the State Compensation Board budget and reconcile and prepare the monthly reimbursement report for submission to the county.
* Reconcile and audit department's monthly Purchase Card expenditures and receipts.
* Serve as a liaison with other county departments and external agencies for purchasing and budget-related matters.
* Manage petty cash and donation accounts.
* Prepare and produce a variety of financial reports.
* Assist with budget development and monitoring, including data entry of the annual budget into the county's financial system.
* Collaborate with agency personnel to develop and monitor performance measure data used for budget development and program evaluation.
* Provide support for year-end fiscal closeout activities.
* Audit donation accounts and eCitation accounts.
* Provide backup to the agency buyer as needed, including entering Purchase Requisitions.
* Maintain records and files in compliance with the Library of Virginia records management standards.
* Occasionally attend Board of Supervisor meetings/budget workshops, as assigned.

The successful candidate for the Budget Specialist will be self-motivated, organized, adaptable, and demonstrate the highest standards of accuracy, integrity, and professionalism. Effectively manage multiple priorities and deadlines in a fast-paced environment. The successful candidate will exhibit strong customer services skills and a genuine willingness to learn and assume new responsibilities. This position requires excellent oral and written communication skills, the ability to work effectively with staff at all levels of the organization, as well as internal and external stakeholders.

This position has no supervisory responsibilities. Hiring salary will be commensurate with experience.


Minimum Qualifications

Bachelor's degree in Business, Accounting, or related field; three (3) years of related clerical/administrative work experience with computer automated systems and Microsoft Office applications experience preferably in government budgeting; or equivalent combination of education and experience.

Preferred Qualifications:
* Knowledge of governmental accounting and budgeting.
* Knowledge of accounts payable and accounts receivable.
* Knowledge of capital budgeting practices, principles, policies and processes
* Knowledge of automated budgeting systems.
* Skill in use of Microsoft Office suite -Excel, Word, Outlook, PowerPoint, etc.
* Ability to establish effective working relationships with other employees, managers, officials, and the public.


Job Contingencies and Special Requirements

Selection process includes review of the Applicant Screening Questionnaire and County employment application, in-person interview(s), and an intensive background investigation to include fingerprinting, credit check, driving record, and polygraph examination.
