DESCRIPTION OF WORK

This role leads the GAAP Technical Services Unit and supports accuracy and accountability in statewide financial reporting. It plays a key part in ensuring that the Commonwealth follows accounting rules, maintains high standards, and provides clear and accurate financial information. As GAAP Technical Services Manager, you will perform the following duties:
- Manage Personnel: Provide direction and supervision; implement personnel and budgeting plans; evaluate staff performance; and receive, analyze, and provide constructive feedback
- Coordinate Policy: Help develop and maintain Commonwealth and BAFM accounting policy in accordance with GAAP and Commonwealth reporting processes
- Support Effective Reporting: Guide your team in leading the development and maintenance of reporting standards for all financial reports issued in BAFM and assists BAFM staff in determining the appropriate basis of accounting needed to address specific reporting needs
- Provide Staff Development: You will develop, coordinate, and deliver training on GAAP related topics and provide technical guidance to BAFM staff on new accounting and reporting issues or disclosures
- Interpret Guidance: Provide direction and assistance in the interpretation of pronouncements or other guidance issued by the Governmental Accounting Standards Board (GASB) and other applicable legislation and regulations
- Ensure Compliance: Assist with the Commonwealth's Audited Annual Comprehensive Financial Report (ACFR) to ensure it is compliant with the Government Finance Officers Association (GFOA) Certificate of Achievement for Excellence in Financial Reporting Program; the Commonwealth has received this Certificate of Excellence for over 30 years

- Full-time employment
- Work hours are 7:30 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch.
- Telework: You may have the opportunity to work from home (telework) full-time, with occasional in-office days when work dictates such requirements. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- One year as an Administrative Officer 3 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Six years of experience in progressively responsible and varied office management or staff work, including experience in personnel management, budgeting, or procurement; and such training as may have been gained through graduation from a four-year college or university;
- Any equivalent combination of experience and training.
Additional Requirements:
- You must have a minimum of 24 college credits in accounting.
- You must have three or more years of progressively responsible professional accounting experience.
- You must be able to perform essential job functions.
Preferred Qualifications (not required):
- Experience with Governmental Generally Accepted Accounting Principles
