Job Announcement

This position serves as the Supervisor of the Circuit Court Off-Site Records Center. Supervises and performs specialized archival and records management duties required in the proper administration of the Circuit Court Off-Site Records Center. Supervises staff assigned to the center. Drives a county van to deliver and retrieve court files between Off-Site Records Center and the Courthouse on a regular basis. Works under general supervision.

Requires knowledge of the preservation of archival records and the Code of Virginia pertaining to the storage and access of legal records. Responds to maintenance, emergency, or security issues involving the facility. Trains and coaches staff, assigns and evaluates the work of staff.

Note: Due to the nature of responsibilities, this position requires physical presence at the assigned worksite location(s) during scheduled work hours. Telework is not available for this position.

  • Serves as a resource, trainer, and technical expert in an assigned area;
  • Manages complex and technical cases that require the application of broad knowledge of the legal guidelines and procedures associated with the particular assignment;
  • May serve in a lead capacity over a team of clerks assigned to the same operational functions;
  • Assists the supervisor with staff scheduling, work assignment, training, and reviewing the work of unit staff;
  • Routinely trains and mentors less experienced staff;
  • Resolves more complex customer service issues received by phone, email, fax, mail, or in person;
  • Recommends process improvements and assists in implementation;
  • Serves as backup to supervisors in their absence.

Required Knowledge Skills and Abilities

  • Knowledge of the functions of the assigned business areas and/or court procedures;
  • Knowledge of the Code of Virginia, the Virginia Supreme Court's Clerk's Manual, laws and regulations related to the assigned business areas;
  • Knowledge of standard administrative procedures, practices, and equipment;
  • Ability to interpret and explain complex rules and regulations to staff and customers;
  • Ability to communicate courteously and effectively, both verbally and in writing;
  • Ability to motivate, train, and mentor staff;
  • Ability to develop and maintain effective working relationships with a variety of individuals, including the judges, general public, members of the legal and business community, and department staff.

Employment Standards

MINIMUM QUALIFICATIONS:

High school graduation; Plus three years of experience providing administrative support, technical support, customer service, or working in a court or legal environment.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer. A driving record check is required annually thereafter.

PREFERRED QUALIFICATIONS:

  • Three or more years of court and/or legal experience.
  • Knowledge and/or experience with the Code of Virginia and regulations in relevant areas.
  • Excellent attention to detail and organizational skills.
  • Customer service experience.
  • Experience working in a team environment.
  • Two or more years of supervisory experience, including training, coaching, and evaluating staff.
  • Ability to exercise tact, discretion, initiative, creativity, and independent judgment.
  • Experience in the use of Microsoft Office computer software, especially Word, Excel, and Outlook.

PHYSICAL REQUIREMENTS:
Ability to communicate verbally and in writing. Ability to drive a van. Ability to input and retrieve data from a computer. Must be able to climb a ladder, sit or stand, and bend for extended periods of time. Requires ability to lift boxes, files and push a cart weighing up to 50 lbs. All duties performed with or without reasonable accommodations.
