Job Summary
-
Loudoun County Department of Finance and Procurement (DFP) is seeking a highly experienced and motivated leader to serve as the Nonprofit Liaison to the County's over 400 nonprofit organizations. Under the general supervision of the Grants, Internal Audit, and Financial Analysis Division Manager, this position will lead the centralized function of coordinated response to communication and collaboration between approximately 11 County departments and offices, and the nonprofit community. This position will be listed as a priority for permanent funding in the FY 2028 Loudoun County Budget for DFP.
Objectives for position include: - Increasing the County's capacity to uniformly communicate funding expectations, collaboration, and accountability efforts to local nonprofits receiving County funds
- Developing and implementing a multi-department strategy for assessing community needs and communicating those to County departments for supporting enhanced coordination of services with nonprofits
- Streamlining coordination among departments to more effectively respond to nonprofit questions and concerns
The successful candidate will demonstrate evidence of effectiveness across three areas: communication, collaboration, and accountability. Working in cooperation with the appropriate departments, the Nonprofit Liaison will respond to nonprofit inquiries, provide expectations for funding, coordinate meetings with nonprofits and County staff as needed, and develop written materials. This position will also serve as integrator that is working with departments and nonprofits to identify community needs, service gaps, and operational needs in order to enhance services for residents. And lastly, the position will review, monitor, and report nonprofit liaison plan outcomes and nonprofit funding performance; and coordinating site visits and audits according to compliance requirements. Additionally, performing follow-up and closing activities with departments on nonprofit interactions.
Hiring salary will be commensurate with experience.

Minimum Qualifications

Bachelor's degree in Public Administration, Public Policy, or related field and four (4) years of related work experience including project or grant management experience; or equivalent combination of education and experience.
