What your job will be like:

The Procurement Liaison Engineer (PLE) is part of the Electron-Ion Collider project team at Jefferson Lab and serves as the primary liaison between the EIC Project and the JLab Procurement Department. The Electron-Ion Collider project is a major Department of Energy partnership project led by Jefferson Lab and Brookhaven National Lab to build a next-generation electron-ion collider for fundamental physics research. The PLE is responsible for planning, coordinating, and monitoring all procurement activities associated with Jefferson Lab's scope of the EIC Project - primarily accelerator magnets, superconducting radiofrequency cryomodules, cryoplants and cryogenic systems, and components for the ePIC detector. The PLE will work with engineers, scientists, and procurement officers to coordinate procurement, including developing schedules and vendors, assisting with and reviewing statements of work and other technical documents needed for procurement packages, developing and maintaining trackers and producing status reports, reporting to project and laboratory leadership on procurement status and issues, and coordinating with project partners and stakeholders. If time permits, the PLE may also assist with these activities on other Jefferson Lab projects.

In this job you will:
  • Serve as the liaison on project procurements between the technical team, the Procurement Department, vendors, and project partners.
  • Coordinate with scientists, engineers, and procurement staff to identify, plan, and monitor procurement activities.
  • Guide technical team in development of procurement documents, and participate in reviews of technical procurement packages.
  • Coordinate with and update counterparts at partner labs. Assist in developing joint procurement processes, documents, and reporting.
  • Provide input on cost and schedule for procurement activities.
  • Participate in vendor visits with technical teams after award to monitor progress and negotiate contractual items.
  • Develop, maintain and provide input to procurement tracking tools. Develop metrics and reports to monitor procurement progress and identify risks.
  • Help develop a tracking system for monitoring procurement status and issues, and metrics showing overall performance.
  • Maintain the EIC project procurement trackers with weekly status updates for all active and planned procurements.
  • Monitor overall procurement status and proactively address issues. Promptly report issues to appropriate parties (technical team, project managers, and procurement manager) as they arise. Recommend solutions.
  • Provide written and oral presentations on project procurement status, issues, and mitigations to a variety of stakeholders.
  • Write and present procurement process and status briefings at Director's Reviews and Independent Project Reviews (IPRs).
  • Give weekly procurement briefing to JLab EIC project leadership on issues, risks, concerns, and items needing awareness.
  • Present procurement status to lab leadership and DOE as needed.
Experience
  • Required: 10 or more years Relevant Experience
  • Required: 3 or more years Experience with procurements, including acquisition planning through contract closure, preferably on government or government-funded programs
  • Preferred: 3 or more years Exposure to a U.S. Department of Energy (DOE) approved purchasing system and the Federal Acquisition Regulation (FAR)
  • Preferred: 3 or more years Participation in projects, preferably U.S. Department of Energy (DOE) Order 413.3B projects
Education
  • Required: Bachelor's Degree Engineering, systems engineering, basic science, or closely related field
  • Preferred: Master's Degree Engineering, systems engineering, basic science, business or closely related field
Experience and Education Exchange

Education above the minimum may be substituted for experience.

Knowledge, Skills, and Abilities
  • Able to give effective presentations to critical/high level customers and effectively represent work group on review panels and cross-organizational teams.
  • Strong analytical and critical thinking skills; ability to gather, organize, analyze and present data to appropriate sources.
  • Exposure to a U.S. Department of Energy (DOE) approved purchasing system and the Federal Acquisition Regulation (FAR).
  • Able to give effective presentations to general audiences and write convincing proposals and reports.
  • Advanced working knowledge of Microsoft Office suite of products.
  • Good communication and people skills.
  • Proficient with software programs MS Office suite.
  • Ability to work well with others as part of a high-functioning team.
  • Knowledge of software and ability to build systems for tracking and presenting status.
