DEPARTMENT OVERVIEW

Join the Residential, Retail and Supply Chain Services (RRSS) team at UC San Diego, a dynamic and innovative campus department dedicated to delivering exceptional service to the university community. As a valued RRSS team member, you will be contributing to a broad and complex organization consisting of five key units: Housing, Dining and Hospitality (HDH), Integrated Procure-to-Pay Solutions (IPPS), the UC San Diego Bookstore, Triton Print & Digital Media, and the Early Childhood Education Center (ECEC). With a focus on innovation and customer satisfaction, RRSS aims to inclusively meet the diverse needs of the UC San Diego community while fostering a sense of belonging for our students and staff.

As a member of the HDH team, you will be part of a self-funded unit with over 900 staff employees, 1,000 student employees, and an annual operating budget of $250 million, providing housing and dining services to over 20,000 students, faculty, staff, and their families. POSITION OVERVIEW

This position serves as the Residential Services Senior Financial Manager for Housing Administrative Services --- a division of Housing, Dining, Hospitality (HDH) within Retail, Residential and Supply Chain Services (RRSS), This position manages $400+ million in annual revenue, overseeing billing, accounts receivable, and collections to ensure financial accuracy, reconciliation, and compliance with GAAP. Leads internal audits, resolves complex fund allocations, and enforces financial controls. Ensures effective customer service and adherence to institutional policies through rigorous financial reporting and oversight.

Leads initiatives to optimize financial processes, ensure compliance, and align financial functions with institutional goals. Oversees financial reporting, reconciliation, and year-end close, while fostering staff development and operational efficiency. Acts as the primary financial expert for housing related projects, collaborating with campus partners to refine financial strategies, revenue management, and retention efforts. Supervises all aspects of Billing, Accounts Receivable (A/R), and Collection, and the tracking and reporting of approximately $400 million annual RRSS revenue generated through apartment rents, room and board, and miscellaneous housing income.

Coordinates the gathering of budgetary and resource requirements information during planning stages, such as the annual budget RRSS Revenue and Residential Services processes. Leads financial planning, revenue forecasting, and budget strategy for on campus housing for undergraduates, Graduate & Family Housing, faculty and staff housing and summer session programs. Manges revenues and liabilities associated with required campus dining plans. Ensures compliance with federal, state, and UC system regulations while proactively strengthening internal controls. Oversees audits, financial data analysis, variance reporting, and strategic resource allocation to optimize budget management and fiscal sustainability.

Provides direct supervision typically to professionals or skilled technical employees. Supervises staff to assure accountability and stewardship of department resources (operational, financial, and human) in compliance with departmental goals and objectives. Administers policies that directly affect subordinate staff.

Serves as a project manager and subject matter expert in financial system development, overseeing integration of billing and financial platforms such as Mercury Billing, Oracle Financial Cloud, and Triton Student System. Leads system enhancements, testing, and workflow monitoring to ensure data accuracy and efficiency. Works with IT and campus departments to develop standardized financial processes that improve reporting, automation, and service delivery.

QUALIFICATIONS
  • Thorough knowledge and understanding of internal control practices and their impact on protecting University resources. This includes auditing protocols and control standards, methods to evaluate processes to establish and/or maintain appropriate accountability, and overseeing complex account and process reconciliations, resolving difficult discrepancies/problems, and communicating findings/results to all management levels, auditors, and agencies. Extensive Knowledge of UC and UC San Diego organizational structures, policies, procedures, standards, core functional processes, and systems.

  • Advanced knowledge of financial analysis and reporting techniques, human resources and risk management planning, accounting and payroll.

  • Advanced knowledge of financial transactions and financial systems, as well as related policy, accounting and regulatory compliance requirements.

  • Demonstrated advanced knowledge to plan and forecast current and future housing occupancy for fiscal requirements and budget preparation. Excellent organizational skills to set goals and prioritize projects while meeting deadlines.

  • Strong knowledge of human resources policies and procedures. Demonstrated skill in applying personnel policies and procedures and complying with agreements for represented employees, providing encouragement, guidance, effectual work direction, and professional development for all levels of staff and managers, delegating authority to appropriate levels, and empowering employees while ensuring that all divisional functions and responsibilities are performed with the proper segregation of duties.

  • Ability to utilizes a high degree of independence, ingenuity, and analysis skills to resolve complex financial problems and issues.

  • Proficiency in the advanced usage and functions of spreadsheet and database software.

  • Strong interpersonal skills, service orientation, ability to multi-task effectively in a varied, high volume environment, judgment and decision-making, reasoning, ability to develop original ideas to solve problems, and effective verbal and written communication skills. Professional ability to perform effectively in crisis situations taking a temperate approach, assess organizational needs and job-related demands in establishing priorities and managing multiple complex projects concurrently, and transition from one activity to another reprioritizing responsibilities as circumstances dictate.

  • Ability to manage changing priorities, and manage staff time and efforts accordingly. Skills include sophisticated service orientation, ability to multi-task effectively in a varied, high-volume environment, sound judgment and decision-making, reasoning, ability to develop original ideas to solve problems, and effective verbal and written communication skills. Ability to create and support harmonious working relationships among employees, staff, faculty, and others.

Pay Transparency Act

Annual Full Pay Range: $88,000 - $161,600 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $42.15 - $77.39

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
