Responsibilities

As a Senior Acquisition Specialist you will serve as the key driver of acquisition strategy, strategic procurement, and subcontract management initiatives, responsible for the end-to-end lifecycle management of high-value subcontracts and complex procurement activities in support of government and commercial programs. This role requires an expert-level understanding of FAR/DFARS and non-FAR requirements and compliance, supports manufacturing and program execution needs, and leads the advanced supplier negotiations of commercial terms, conditions, and licensing agreements. The position operates in a fast-paced, compliance-driven environment with significant visibility and impact requiring advanced business acumen, proactive risk management, and exceptional cross-functional collaboration.

You will provide direct operational acquisition support for sourcing and procurement activities, ensuring the timely and cost-effective acquisition of high-value goods and

services in alignment with customer, contract and organizational requirements. This role focuses on executing end-to-end procurement activities with a focus on strategic planning, supplier optimization, and risk mitigation, while maintaining compliance with applicable procurement regulations, policies, and contractual obligations.

Key Responsibilities:

* Manage the full lifecycle of complex subcontracts and purchase orders, including solicitation, evaluation, negotiation, award, and closeout.

* Ensure compliance with applicable regulations, including FAR, DFARS, non-FAR authorities, and company purchasing policy requirements.

* Serve as a trusted advisor and primary interface between internal stakeholders (program management, engineering, manufacturing, quality) and external suppliers.

* Execute sourcing activities including request for quote (RFQ) development, solicitation issuance, and supplier selection.

* Perform market research to identify qualified suppliers and support competitive procurement strategies.

* Support strategic risk identification and mitigation efforts in sourcing activities (e.g., supply chain disruptions, single-source dependencies).

* Develop and issue RFQs/RFPs; perform price/cost analysis and evaluate supplier proposals for adequacy, compliance, and risk.

* Evaluate supplier proposals for cost, technical acceptability, and compliance with requirements.

* Negotiate multifaceted pricing, delivery schedules, terms and conditions, and commercial licensing agreements to achieve best value and mitigate risk.

* Support manufacturing operations by procuring materials, components, and services aligned with production schedules and technical requirements.

* Draft, review, and negotiate unique subcontract terms, including flow-down provisions, data rights, IP/licensing clauses, and indemnification language to align terms with program goals and risk mitigation.

* Prepare and issue purchase orders and subcontracts in accordance with internal procedures and regulatory requirements (e.g., FAR/DFARS where applicable)

* Monitor subcontractor performance, including cost, schedule, and technical compliance; address performance issues proactively.

* Maintain accurate procurement files and documentation in strict accordance with internal procedures and regulatory requirements, maintaining audit-ready documentation for CPSR, DCMA and other compliance reviews.

* Preemptively identify and mitigate supply chain risks, including single-source dependencies, long-lead materials, and compliance concerns.

* Support small business utilization goals and supplier diversity initiatives where applicable.

* Collaborate with legal, finance, and program teams to resolve contractual issues and ensure alignment with business objectives.

* Leverage emerging technologies, data analytics, and supply chain best practices to drive process automation, improve decision-making, and enhance procurement workflows for maximum efficiency.



Qualifications

* Bachelor's degree and Master's degree or higher in Business, Supply Chain Management, Contracts, or related field (or equivalent experience).

* 10+ years of experience in subcontracts administration, procurement, sourcing, acquisition or purchasing in a government contracting in a FAR and non-FAR environment.

* Strong working knowledge of FAR, DFARS, Other Transaction Authority, and related federal acquisition regulations.

* Experience supporting manufacturing environments, including procurement of materials, components, and production-related services.

* Demonstrated experience negotiating commercial terms and conditions, including software or technical licensing agreements.

* Proven ability to perform cost/price analysis and evaluate supplier proposals.

* Strong understanding of subcontract and purchase order types (FFP, CPFF, T&M, etc.) and associated risk profiles.

* Excellent negotiation, communication, and analytical skills.

* Proficiency with ERP systems (e.g., Deltek Costpoint or similar) and Microsoft Office tools.

Preferred Qualifications:

* Experience or familiarity with applying contract requirements in purchasing/sourcing.

* Experience with licensing agreements, intellectual property rights, data rights clauses, procurement requirements/restrictions and export compliance (ITAR/EAR).

* Experience in aerospace, defense, or complex manufacturing industries.

The target salary range for this position is $130,000-180,000.

Individual salaries are determined by various factors including, but not limited to location, internal equity, business considerations, client contract requirements, and candidate qualifications, such as education, experience, skills, and security clearances.
