Overview

The Program Manager will be responsible for the overall administration of the contract and all associated task orders. The primary objective of this role is to serve as the single, overall point of contact to coordinate all tasks, deliverables, and personnel across the contract, reporting directly to client stakeholders and conveying vital information back to the contracting team. The Program Manager will have full authority to act on behalf of the company on all matters relating to this contract and must be available during required hours of operation.



Responsibilities

    Project Initiation & Planning: Collaborate extensively with stakeholders to precisely define project needs and overarching objectives.
  • Requirements Gathering: Translate complex business requirements into highly effective technical solutions and comprehensive implementation plans.
  • Resource & Budget Management: Assign tasks to personnel effectively while forecasting and managing the labor burn rate and project budgets.
  • Execution & Monitoring: Oversee daily operational progress, meticulously manage project schedules, and ensure that all deliverables consistently meet the highest quality standards and client requirements.
  • Risk Management: Proactively identify, assess, and mitigate potential technical and other project-related risks, implementing robust mitigation strategies.
  • Stakeholder Communication: Act as the primary liaison between technical teams, the Contracting Officer's Representative (COR), and executive leadership to manage expectations and ensure alignment.
  • Contract Administration: Define requirements and prepare detailed task proposals, including comprehensive budget and schedule development.
  • Process Improvement: Develop, implement, and refine policies, procedures, and standardized work instructions to optimize program delivery.
  • Status Reporting: Facilitate clear and concise delivery statuses on multiple, concurrent activities, quantifying specific, detailed information for recommendations in both written and verbal formats.


Qualifications

  • Clearance & Background: Must possess U.S. Citizenship or Permanent Residence Status. Candidates must be able to successfully pass a Public Trust Tier 2 background investigation, as well as FBI criminal checks
  • Education: A bachelor's degree in an IT-related field is required.

Experience:

  • A minimum of 10 years of professional project/program management experience is required (if not possessing a PMP certification).
  • Demonstrated experience with project management tools and methodologies.

    Skills & Knowledge:
  • A solid working understanding of Information Technology (IT) and Cybersecurity capabilities.
  • Exceptional ability to communicate both orally and in writing with senior-level executives.
  • Strong attention to detail with a proven ability to meet critical deadlines.
  • Certifications: Project Management Professional (PMP) certification is highly preferred (can substitute for the 10 years of experience requirement).
