About Coastline College Coastline College, established in 1976 as the nation's first campus-free college, has evolved from a "college beyond walls" into a leader in online, competency-based, correspondence, and in-person education. Coastline College serves a diverse student population of approximately 19,361 students across multiple instructional modalities, including online and in person formats. Department Specifics The mission of the Adult Education Program is to engage, educate, and empower adult learners by advancing literacy skills and employment opportunities to achieve a better quality of life. The department provides instructional programs and student support services to individuals who are interested in improving their basic English and math skills, gaining U.S. citizenship, improving their English language skills, helping their children in school, and increasing employability by learning new skills/trades. Adult Education serves nontraditional and historically disadvantaged students including first-generation college students, immigrants, English language learners, individuals without a high school diploma/GED, individuals who are unemployed, students with intellectual disabilities, and individuals at or near poverty. The Adult Education Office provides wrap-around student support services that include enrollment and registration support, student orientation, academic counseling, course level placement tools, resources to navigate the higher education system, student testing services, referrals to on- and off-campus resources, and other personalized supports to ensure student success and retention.
Summary
Promotes enrollment and retention of adult learners and other economically disadvantaged students into special programs offered through one of the District's colleges and/or its learning partners. Participates in, and implements activities that reach out to potential students using techniques such as speaking to community groups, organizing programs and events to enhance school readiness, and making direct contact with potential students.
Distinguishing Career Features The Outreach Specialist - Adult Education is a professional position focusing on initiating, establishing, and maintaining visible connections with peer agencies delivering education and directly to adults to deliver career and interest-based education, retraining, and academic programs resulting in a certificate or degree. The Outreach Specialist - Adult Education requires the ability to employ self-starting skills to reach out to students and agencies and to deliver presentations. The Outreach Specialist - Adult Education also requires demographic research and data management skills to identify potential students and monitor retention and success.
Essential Duties and Responsibilities Specific duties may vary among departments, divisions and jobs. Incumbents typically perform a substantial portion or all of the following types of duties, as assigned:
1. Conducts college outreach by scheduling, coordinating, and presenting information to individuals and/or groups to provide general information about the college and adult education opportunities and specific program information, to prospective students at local area continuation high schools, community organizations, on-campus, and at off-campus locations. Attends career fairs and other events to present information and distribute materials. Initiates communications with identified target populations to encourage prospective college students to apply to college.
2. Provides prospective students information about general admissions, enrollment, assessment, and matriculation procedures. Verifies class enrollment status and conducts research to resolve problems. Assists with new student orientation and advising.
3. Provides one-on-one support and follow-up services to prospective and current students to promote retention and completion.
4. Serves as liaison on behalf of the District and individual colleges to local adult schools, continuation schools, regional occupational programs, community organizations, local workforce development boards and similar governmental or social service agencies to build enrollment, specifically in noncredit/adult education courses and programs.
5. Serves as the point person for event planning and facilitation. Participates in planning and conducting recruiting and outreach events that may include funding and in-kind resource development activities. Follows up with arranging and facilitating college visitations, tours, and special presentations, often conducted in conjunction with evening and weekend events.
6. Performs higher level data entry and use of complex software such as Banner, ARGOS, and SARS. Position requires higher level of security access to records.
7. Organizes and maintains records and statistical data necessary for research and program development and evaluation, and reports to funding and grantor agencies.
8. Assists with budget development activities by researching costs and proposing events and activities. Organizes, maintains, and monitors records of expenses.
9. Assists with creating and publishing periodic bulletins, flyers, newsletters, certificates, and awards. Maintains adult education websites and various social media accounts.
10. Trains, assigns, prioritizes, and reviews work of temporary employees.
11. Receives demographic and academic data from schools and other resources, and identifies potential candidates for noncredit/adult education courses and programs.
12. Keeps current with support services provided by the District and its colleges, as well as by outside agencies that can benefit adult education prospective and current students. Attends professional development related to serving adult education students.
13. Performs other related duties as assigned that support the objective of the position.
14. Required to abide by all District policies and procedures including Board Policy 3050 - Code of Professional Ethics.

Qualifications Knowledge and Skills 1. The position requires working knowledge of grant or state funded programs and resources encompassing adults and socially and economically disadvantaged students. 2. Requires a working knowledge of higher education certificate and degree requirements that can accommodate disadvantaged students. 3. Requires a working knowledge of services that can benefit adult education students. 4. Requires knowledge of the social and cultural programs that can enhance student retention. 5. Requires a working knowledge of funding sources and requirements, as well as the services that may be available to students from other agencies. 6. Requires sufficient human relations skills to convey technical concepts to students, exercise patience, and make presentations to outside agencies. 7. Requires sufficient language and writing skills to prepare reports and correspondence. 8. Requires working knowledge of common office productivity software such as databases, word processing, spreadsheets, and presentation graphics. 9. Requires math skills sufficient to maintain financial and statistical records.
Abilities 1. Requires the ability to perform the essential responsibilities and functions of the position. 2. Requires the ability to implement programs and services that enhance adult education student recruitment, admission, retention, and success. 3. Requires the ability to demonstrate sensitivity to a diverse population of individuals. 4. Requires the ability to determine student eligibility to participate in special-funded programs by interpreting rules and regulations. 5. May require the ability to perform work assignments at all college and District locations and off-campus settings.
Physical Abilities 1. The general physical demands, working conditions, and essential job functions associated with this classification will be kept on file with the Office of Human Resources. 2. Essential functions will vary by position. 3. Education and Experience The position typically requires a Bachelor's degree in counseling, communications, social services, or education in a related field and concurrent experience working with adult learner populations and three-years of experience working with student populations is required. Three (3) years of experience working with adult student populations. Experience conducting outreach activities in an educational setting. Effective written and verbal communication. Alternatively, an Associate's degree and four-to-six (4-6) years of experience that includes outreach would be acceptable. Or, any combination of education and experience which would provide the required equivalent qualifications for the position. AND Demonstrated evidence of responsiveness to and understanding of the racial, ethnic, disability, gender identity, sexual orientation, socioeconomic, academic, and cultural diversity within the community college student population, including students with different ability statuses (e.g., physical and/or learning) as these factors relate to the need for equity-minded practice within the classroom.
Licenses and Certificates Requires a valid driver license.
Working Conditions Work is performed mostly indoors and some outdoors where minimal safety considerations exist.

Note: To be eligible for employment, you must possess authorization to work in the United States. The District does not sponsor visas or take over any established visa sponsorship. This is a categorically funded, full-time, 12-months per year classified position. The District reserves the right to extend, modify, or eliminate this position based upon available funds. The normal hours of work will be Monday through Friday 8:00 am to 5:00 pm, with the flexibility to occasionally work extended hours and/or weekends, if necessary, to meet the department's needs. The effective date of employment will be arranged with the supervisor. The District provides medical, dental, and vision insurance for the employee and eligible dependents and life insurance for the employee. (Salary Schedule: EE-119)

Selection Procedure
