Overview

The Senior Construction Specialist provides expertise for the development of bid packages, work processes, methods, specifications, documents and field support on construction projects. The position will encompass all Construction Disciplines. The Project Specialist maintains direct lines of communication with all company organizations to ensure projects are complete safely and consistent with environmental regulations. The incumbent coordinates the activities of the department to ensure projects are on schedule and under budget to support the department, and user departments priorities.

Responsibilities

Core Responsibilities
  • Ensure all work is performed in accordance with Company and regulatory requirements, maintaining the highest standards of safety, environmental compliance, and professional conduct.
  • Provide construction input during project development, including EH&S requirements, permitting needs, constructability considerations, and identification of long-lead materials.
  • Support engineering package development through review of scoping documents, field walks, and design packages to confirm accuracy and constructability.
  • Coordinate field investigations (surveys, subsurface reviews, test pits, and sampling) in collaboration with Inspectors and project stakeholders.
  • Lead constructability reviews of 100% design packages and support evaluation of engineering estimates and project appropriations.
  • Develop and maintain high-level construction schedules and identify cross-functional impacts with internal and external stakeholders.
  • Support review of Engineering estimate and final appropriation with Construction Manager & project team.
  • Develop high level Construction Milestone schedule, to be included in overall project schedule and in support of project management.
  • Prepare and manage bid packages, including funding validation, special conditions, contract requirements, and coordination of bid activities (walkdowns, Q&A, and pre-award meetings).
  • Support contract administration by assisting with RFIs, submittals, scope clarifications, and review of change orders for cost and schedule impacts.
  • Monitor and report project performance, including cash flow, forecasts, cost tracking, accruals, and status updates in coordination with project teams.
  • Provide guidance on schedule management, progress tracking, and closeout requirements, including punch lists, permits, commissioning, and turnover.
  • Conduct regular field visits, support job briefings, verify reporting accuracy, and coordinate with contractors, agencies, and the public as needed.
  • Mentor and support Inspectors and CCIs, ensuring understanding of construction drawings, specifications, and adherence to company procedures and policies.

Qualifications

Required Education/Experience
  • High School Diploma/GED and A minimum of eight (8) years of construction work experience in various fields such as civil, electrical, gas, steam, HVAC, fire detection, remediation, etc. or
  • Associate's Degree and A minimum of six (6) years of construction work experience in various fields such as civil, electrical, gas, steam, HVAC, fire detection, remediation, etc or
  • Bachelor's Degree in Construction Management, Engineering (Civil, Mechanical, Electrical), Architecture, Environmental Science, or applicable technical field. and a minimum of three (3) years of construction work experience in various fields such as civil, electrical, gas, steam, HVAC, fire detection, remediation, etc
Relevant Work Experience
  • Excellent organizational, interpersonal and communication skills, required.
  • Construction work experience in various fields such as civil, electrical, gas, steam, HVAC, fire detection, remediation, etc is required.
  • Experience in review and implementation of contract specifications, drawings, scheduling, and planning is required.
  • Strong background in Construction management is required.
  • Experience and working knowledge of construction specifications and procedures is required.
  • Knowledge/Experience with environmental work, asbestos, lead, PCBs soil remediation, etc. is required.
  • Ability to interact with internal and external customers, contractors, and local and State agencies
  • Strong presentation skills is required.
  • Computer proficiency to include Microsoft Office suite (word, Excel, Powerpoint) is required.
  • Working knowledge of Construction operations software applications preferred.
  • Previous managerial or supervisory experience preferred.
Licenses and Certifications
  • Driver's License Required
Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Must respond to system emergencies.
  • Must work at field locations in all weather conditions.
  • Must work in inclement weather and adverse conditions (i.e., excessive heat, cold, noise, confined spaces).
  • Must travel to company locations to work on storm restoration and heat contingencies.
  • Must wear all necessary personal Protective Equipment (PPE), including; fire retardant clothing and safety harness.
  • Must use their personal vehicles and transport, store, and secure company laptop computers and other job related equipment in the vehicle. Reimbursement for use of personal vehicle is available through the company mileage procedure.
  • Must be able and willing to travel within Company service territory, as needed.
  • Must be able to participate in the Companys emergency management processes and storm plans as required.
