Position Summary
Winston-Salem State University ( WSSU) is seeking a dynamic and highly skilled Leave Administrator to handle critical payroll-related duties including administration of all SHRA and EHRA leave types, worker's compensation, overtime compensation, compensatory time, on-call back, call-back pay, shift premium pay, voluntary shared leave, leave reporting, and timesheet processes. This position works in close coordination with the Chief Payroll Administrator, the HRIS Consultant, and the Payroll Specialist to execute monthly and bi-weekly payroll operations. The Office of Human Resources ( OHR) is dedicated to delivering comprehensive, professional HR services and programs to the Winston-Salem State University campus. Staffed by experienced and credentialed HR professionals, OHR supports a diverse workforce, including SHRA and EHRA non-faculty staff, institutional administrators, temporary and student employees, and faculty in the area of benefits administration.

Key Responsibilities of the Leave Administrator include:

  • Maintain comprehensive knowledge of State, UNC System, and University leave policies, procedures, and guidelines
  • Interpret and apply Office of State Human Resources (OSHR), federal, and state regulations related to leave administration, overtime compensation, compensatory time, on-call pay, call-back pay, and shift premium pay.
  • Process monthly longevity payments and longevity payments for employees that separate.
  • Work closely with the Benefits Consultant, Payroll team, and Records Management staff to ensure Banner leave rules, accrual tables, and validation processes are accurately maintained.
  • Monitor leave accruals and ensure the annual leave roll process is completed accurately, including verification of employee leave balances and leave buckets after processing.
  • Prepare monthly leave audit reports to identify discrepancies, missing leave reports, inaccurate balances, and compliance concerns.
  • Generate separation reports to ensure accurate leave payouts, compensatory time payouts, and prevention of payroll overpayments during employee separations and retirements.
  • Maintain compensatory absence reporting, including submission of the annual fiscal year compensated absence report to the State for all leave categories
  • Prepare and monitor Voluntary Shared Leave and Parental Leave reports, including eligibility, balances, usage tracking, approvals, and compliance requirements.
  • Develop forecasting and overpayment prevention reports to proactively identify leave exhaustion, negative balances, and payroll discrepancies.
  • Monitor employee use of FMLA, voluntary shared leave, personal leave, personal observance leave, civil leave, bereavement leave, sick leave, vacation leave, and workers' compensation leave to ensure proper documentation, tracking, and compliance.
  • Manage leave processes related to Short-Term Disability and other leave programs, maintaining accurate records, reports, and supporting documentation.
  • Coordinate service credit verification with former employers to confirm years of state service and update adjusted service dates within Banner as needed.
  • Work collaboratively with campus departments to ensure leave data integrity and resolve discrepancies or issues related to leave reporting and approvals.
  • Communicate policy updates, procedural changes, deadlines, and compliance reminders as necessary.
  • Provide timely follow-up with employees and supervisors regarding missing leave reports, pending approvals, discrepancies, and required documentation.
  • Ensure customer interactions are handled with professionalism, confidentiality, sensitivity, and a commitment to service excellence.
  • Participate in and present during monthly New Employee Orientation sessions, providing guidance and training on leave administration, timekeeping, payroll-related leave processes, and employee responsibilities regarding leave reporting and compliance.
  • Administer and manage the University's Workers' Compensation program in compliance with the North Carolina Workers' Compensation Act, State policies, UNC System guidelines, and University procedures.
  • Coordinate and oversee the entire workers' compensation process, including incident reporting, claim submission, documentation review, medical status tracking, leave coordination, payroll impacts, and return-to-work administration.
  • Serve as the primary point of contact for workers' compensation matters
  • Monitor transitional duty assignments and coordinate reasonable accommodations in collaboration with supervisors and HR leadership.
  • Coordinate OSHA reporting requirements and ensure workplace injury records are maintained accurately and timely.
  • Assist with audits, legal inquiries, unemployment hearings, and compliance reviews related to workers' compensation administration and employee leave matters.

Department Required Skills

  • Bachelor's degree and 2-3 years of Human Resources experience or equivalent combination of education and HR experience.
  • Strong understanding of HR principles, employment law, and HRIS systems.
  • Ability to maintain confidentiality, demonstrate professionalism, and exercise good judgment.
  • Excellent communication, interpersonal, and problem-solving skills.
  • Strong organizational skills with the ability to manage multiple priorities.
  • Strong knowledge of federal and state leave laws (i.e., FMLA).

Preferred Years Experience, Skills, Training, Education

  • 4 - 5 years' related experience of Human Resources
  • Experience in a higher education or public sector HR environment.
  • Familiarity with HR systems such as PeopleAdmin, Banner, or equivalent platforms.
  • Experience conducting training sessions and leading system implementations or enhancements.
  • Professional HR certification (e.g., PHR, SHRM-CP) is highly desirable.
  • Strong communication and interpersonal skills.
  • Attention to detail and ability to maintain confidentiality.
  • Understanding HR principles, laws, and regulations (training or coursework in HR is beneficial).
  • Ability to work effectively in a team environment and manage multiple priorities.
  • Broad benefits administration experience, including state programs, leave of absence, retirement, and on/offboarding support
