The Emergency Planning Manager will be a critical part of the EHS Operations team reporting to the Vice President of Environmental Health and Safety. In this role you will work directly with the VP EHS, EHS Directors, Regional EHS Managers and Operations Management to ensure company bulk petroleum storage facilities are compliant with federal, state and local laws and Company requirements related to Oil and Hazardous Substance release prevention and response.

Your Role, Your Impact

  • Manage all aspects of Oil and Chemical Response Planning Programs for petroleum bulk storage terminals including EPA and USCG Facility Response Planning, EPA Spill Prevention Control and Countermeasure Planning and EPA Hazardous Substance Response Planning.

  • Self-perform and coordinate with Regional EHS Managers on plan updates, agency inspections, corrective actions and responses to agencies.

  • Manage contracts for Oil Spill Removal Organizations, emergency spill response contractors, plan management contractors and training providers.

  • Manage drill and exercise program consistent with the National Preparedness for Response Exercise Program (PREP).

  • Coordinate Incident Management Team (IMT) Exercise and Training program, including scenario development, contractor coordination, venue contracting, and basic ICS training.

  • Coordinate appropriate IMT resources and availability to assure readiness.

  • Serve as a member of the IMT for actual responses.

  • Establish and assure emergency response qualifications for Qualified Individuals, ICS section roles, and general responders. Develop and coordinate associated training.

  • Lead implementation of HAZWOPER program including training development and coordination and tracking of annual training program at all locations.

  • Familiarity with MTSA Security Plans and USCG Dock Operations Manuals.

  • Perform other EHS functions as time allows.

  • Ability to travel to visit terminal facilities and participate in training, drills and exercises (<10% of the time).

Qualifications

  • 5+ years of relevant and progressive EHS experience, including in Emergency Response, Facilities Management, Environmental, or Health and Safety.

  • Bachelor's degree in EHS, Environmental Science, Engineering or related field required.

  • Ideal candidate will have work experience in corporate/government agency environmental compliance and/or emergency response.

  • Specific experience with oil and chemical pollution prevention planning, exercises and drills.

  • Demonstrated experience with development and maintenance of response plans.

  • Interested in learning regulations and using that knowledge in real-world applications.

  • Proficient with Microsoft Office.

  • Excellent written and verbal communication skills.

  • Self-motivated and like to take initiative.

  • Detail oriented.

  • You are a team player with a positive attitude.

  • You have experience and/or are comfortable with group presentations.

Pay Range $98,600.00 - $147,800.00

The pay range for this position is outlined above. The final amount offered at the start of employment is determined based on factors including, but not limited to, experience level, knowledge, skills, abilities and geographic location, and the Company reserves the right to modify base salary at any time, including for reasons related to individual performance, Company or individual department/team performance and market factors.
