Programs include Housing First and harm-reduction approaches, Recovery Housing environments with peer and staff support, and affordable housing options for individuals and families facing complex life challenges. CCC's supportive housing services focus on more than housing placement alone. Resident-centered services help individuals strengthen housing stability, increase income opportunities, access healthcare and behavioral health resources, develop life skills, and build meaningful community connections.

With more than 1,700 housing units across the Portland metro area, CCC's Supportive Housing Program plays a vital role in addressing homelessness and supporting individuals on their path toward recovery, independence, and long-term success.

Central City Concern is an innovative nonprofit agency providing comprehensive services to single adults and families in the Portland metro area who are impacted by homelessness, poverty and addictions. The Program Supervisor provides oversight of the day-to-day operations of Resident Services within Supportive Housing. This position is responsible for direct oversight, development and supervision of assigned Resident Service Coordinators and Case Managers. This position will be responsible for ensuring ongoing support of residents by staff as they work on assisting tenants with housing stability, income enhancement, developing self-sufficiency goals, and in development of community engagement strategies. This person will be responsible for ensuring that all Supportive Housing documentation standards are met and provide feedback on improvement when appropriate.

Schedule: Monday - Friday, 8:00am - 4:30pm

Location: This person will be supporting either 13 Buildings on the Eastside or 6 Buildings on the Westside

Compensation: $56,000 - $79,000 Final comp will be determined based on relevant experience, education, credentials/licensure, and internal equity.

MINIMUM QUALIFICATIONS:



  • High School or GED required. Bachelor's degree in a relevant field preferred.
  • 2 years of experience working in supportive housing, behavioral health, social services, or related environment with 1 year supervisory/lead experience.
  • Must possess a current driver's license, pass a DMV background check and be designated an "acceptable" driver as outlined in Central City Concern's Fleet Safety Policy. Must pass an initial drivers training within 60 days of being an approved driver and continued recertification training. Must maintain vehicle insurance coverage of a minimum of $100,000/$300,000 personal auto liability coverage.
  • Must be able to demonstrate excellent computer skills.
  • Must pass a pre-employment drug screen and background check.
  • Will be required to carry an agency cell phone for work use. Cell phones will be provided by Central City Concern.
  • Physical ability to bend, stoop, kneel, squat, twist, reach, pull and lift heavy objects, and climb stairs several times a day, with reasonable or no accommodations.
  • Applicants must be able to work in all CCC buildings. Some CCC buildings have restrictions due to criminal background and/or active probation and parole.

ESSENTIAL DUTIES AND RESPONSIBILITIES:



  • Provide leadership, oversight, training, support, and supervision to Permanent Supportive Housing Resident Service Coordinators and Case Managers.
  • Uphold and implement best practices to ensure consistent service delivery, service line integration, and organizational compliance.
  • Attend workgroups, stakeholder meetings, and community events related to Housing, Supportive Housing, and the intersection of Housing and Health, representing CCC's best interests.
  • Monitor program outcomes in accordance with CCC and funding requirements, and report outcomes to leadership on an agreed-upon cadence.
  • Monitor and respond to program budgets, including revenues, expenses, and variances, within the scope of this position.
  • Monitor unit and voucher occupancy and vacancy to maintain optimal occupancy levels.
  • Collaborate closely with Property Management, Occupancy, Community Management, and resident care teams to ensure coordinated service delivery.
  • Monitor lease enforcement notices, right-to-remedy interventions, and advocacy opportunities to minimize evictions within the supportive housing portfolio.
  • Monitor referral, intake, and housing case plan standards to ensure optimal performance from direct service staff.
  • Support the development and implementation of community engagement strategies that promote housing stability, income attainment, education, and resident self-sufficiency.
  • Monitor and support staff efforts to connect residents with appropriate services and community-based resources.
  • Maintain oversight of staff documentation in Apricot Case Management Software and other supportive housing tracking systems.
  • Work with the PSH Associate Director to complete required internal and external reports accurately and on time.
  • Assist in problem-solving issues involving staff and residents.
  • Ensure all staff are current with mandatory training requirements.
  • Ensure resident service programs, departmental outcomes, and activities are implemented, monitored, and reported across all designated housing sites.
  • Participate in compliance, quality assurance, and quality improvement activities as directed.
  • Adhere to all applicable state and federal privacy and security regulations, as well as CCC policies related to confidentiality and data protection.
  • Perform other duties as assigned.


SKILLS AND ABILITIES:



  • Strong time management, follow through, and organizational skills.
  • Ability to maintain accurate records and necessary paperwork.
  • Preferred knowledge of landlord-tenant law and fair housing law.
  • Familiarity with Microsoft Outlook, Word, and Excel.
  • Knowledge and skills in working with individuals challenged by homelessness, health, mental health, and chemical dependency issues.
  • Ability to successfully interact and communicate clearly with a wide variety of people including landlords, partnering agencies, supervisors, and co-workers.
  • Ability to be creative, innovative, and a progressive problem solver.
  • Demonstrated ability to work independently and as a member of a team.
  • Demonstrated leadership ability.
  • Ability to learn and apply training instruction.
  • Ability to set and maintain professional boundaries, and to de-escalate volatile situations.
  • Demonstrated knowledge of issues related to individuals with multiple barriers to housing.

  • Demonstrated expertise in assisting individuals to develop individualized plans and providing on-going support as they work to achieve goals.
