Overview

TRC is seeking a Senior Director - Chemical & Regulatory Strategy to serve as a senior strategic advisor and engagement leader within its Strategic Health Sciences practice. This role is focused on delivering enterprise-level regulatory strategy, risk advisory, and transformation solutions for clients operating in highly regulated chemical and life sciences environments.

The Senior Director will guide organizations through complex regulatory, policy, and market dynamics, with particular emphasis on TSCA, PFAS, and emerging chemical regulations, translating these into actionable strategies that enable resilience, compliance, and sustainable growth.

This is a high-impact consulting leadership role with responsibility for client delivery, revenue generation, and market development, operating at the intersection of chemical policy, public health, and business strategy.


Responsibilities

Strategic Advisory & Executive Engagement

  • Serve as a trusted advisor to C-suite, senior executives, and policy stakeholders, shaping enterprise strategies in response to evolving chemical regulations.
  • Delivering advisory work products that support board- and executive-level decisions on regulatory risk, compliance investment, and strategic positioning.
  • Translate complex regulatory developments into forward-looking business strategies and operating model implications.

Chemical & Regulatory Strategy Leadership

  • Lead development of integrated regulatory strategies that align compliance with business objectives, innovation pipelines, and market access.
  • Provide deep expertise in:
    • TSCA strategy (risk evaluations, PMNs, Section 6 rules, new chemicals pathways)
    • PFAS regulatory landscape, including EPA and state-level actions, reporting, and liability considerations
    • Global regulatory frameworks (REACH, FDA, OSHA, etc.)
  • Advise on product stewardship, lifecycle risk management, and regulatory-driven portfolio decisions.

PFAS & Emerging Chemicals Strategy

  • Serve as a market-facing leader for TRC's PFAS and emerging chemicals advisory services.
  • Guide clients through regulatory uncertainty, helping them proactively manage risk, compliance obligations, and reputational exposure.
  • Integrate PFAS considerations into enterprise risk, product strategy, and operational decision-making.

Client Delivery & Financial Performance

  • Lead complex engagements with accountability for scope, quality, financial performance, and client outcomes.
  • Maintain Senior Director-level billable utilization (typically 60-75%).
  • Deliver high-value, defensible, and implementation-oriented recommendations.

Business Development & Market Leadership

  • Drive revenue growth through:
    • Origination and expansion of client engagements
    • Proposal leadership and capture strategy
    • Development of long-term, trusted client relationships
  • Meet or exceed individual sales targets and contribute to overall practice growth.
  • Identify and develop new service offerings aligned to market needs in chemical regulation, PFAS, and health sciences.

Thought Leadership & Practice Development

  • Shape TRC's market voice in chemical regulatory strategy through:
    • White papers, client insights, and industry publications
    • Conference participation and speaking engagements
  • Build intellectual capital in areas such as:
    • Regulatory transformation and modernization
    • PFAS and emerging chemicals policy evolution
    • Health and environmental risk integration into business strategy

Leadership & Talent Development

  • Lead, mentor, and develop multidisciplinary consulting teams.
  • Foster a culture of strategic thinking, client impact, and technical excellence.
  • Collaborate across TRC practices to deliver integrated, cross-domain solutions.

Qualifications

  • Bachelor's degree in Economics, Chemistry, Environmental Science, Chemical Engineering, Public Health, or related field.
  • 15+ years of experience in chemical regulatory strategy, policy advisory, or consulting.
  • Demonstrated expertise in:
    • TSCA regulatory frameworks and risk evaluation processes
    • PFAS regulations and emerging policy landscape
  • Proven ability to operate as a strategic advisor to senior executives and policymakers.
  • Strong track record of consulting advisory or equivalent in Fortune 500 companies, client impact, and revenue generation.
  • Must be able to pass a pre-employment drug screen, background check and motor vehicle records check.

Preferred

  • Advanced degree (PhD, MPH, MS, MBA).
  • Experience working with or advising EPA or other regulatory agencies.
  • Familiarity with federal contracting and public sector clients.
  • Experience integrating regulatory strategy with ESG, sustainability, or digital transformation initiatives.

Compensation: In accordance with local law, the below salary range is applicable for the job and location associated with this requisition. Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.

Other Compensation:Employee may be eligible for participation in the Company's annual Discretionary Bonus Program which is contingent on Company, Business Segment, and Individual performance against Key Performance Indicators which vary by year and employee.
