JOB PURPOSE:



The Shelter Manager oversees all daily operations of the non-congregate shelter, ensuring safe, compliant, trauma-informed, and client-centered service delivery. This position supervises staff, coordinates shelter operations, ensures compliance with City and federal requirements, and supports successful client outcomes related to housing stabilization and permanent housing placement.

Qualifications

ESSENTIAL JOB RESPONSIBILITIES:







  • Oversee 24/7 operations and ensure continuity of services using trauma-informed care, low-barrier, housing-focused, and harm reduction best practices while addressing client needs through supportive engagement, de-escalation, and appropriate supervisory escalation through the appropriate chain of command.
  • Supervise Unit Leads, Case Management staff, Shelter Support staff, and Maintenance personnel.
  • Ensure compliance with shelter policies, safety procedures, HMIS requirements, ADA, Fair Housing, and applicable federal, state and local regulations.
  • Manage program budget, monitor expenditures, submit vendor invoices, and oversee ordering of supplies and equipment.
  • Monitor client safety, facility conditions, and operational performance.
  • Coordinate with City staff, Coordinated Entry partners, healthcare providers, behavioral health providers, and community partners.
  • Ensure incidents, grievances, and emergencies are addressed appropriately and documented timely.
  • Lead staff meetings, coaching, performance evaluations, and corrective actions.
  • Monitor staffing schedules and ensure adequate shift coverage.
  • Support implementation of trauma-informed care, harm reduction, motivational interviewing, culturally responsive services, and de-escalation practices.
  • Review program outcomes, data quality, and performance metrics.
  • Assist with audits, reporting, and quality assurance activities.
  • Participate in community and City meetings as required.
  • Develop, implement, and maintain shelter policies, procedures, quality service standards, and continuous improvement initiatives to support effective program operations and contractual performance goals.

ESSENTIAL QUALIFICATIONS:



EDUCATION: Bachelor's degree in Social Work, Human Services, Public Administration, Psychology, or related field preferred.



EXPERIENCE: Minimum 2-4 years of experience managing homeless shelter operations, housing programs, or behavioral health programs. Experience supervising multidisciplinary teams.



ATTENDANCE: Must maintain regular and acceptable attendance at such level as is determined in the employer's sole discretion. Ability to work flexible schedules including weekends, holidays, and overnight shifts.



LICENSES: Driver's License with clear record.



VEHICLE: Must have daily use of a vehicle without prior notice.



OTHER: Must be available and willing to travel to various locations and with such frequency as the business need dictates.
