The Damage Prevention & Public Awareness Administrator is responsible for the development, implementation, and administration of the Company's damage prevention and public awareness programs to prevent or minimize the causes of damage to the pipeline or related facilities including the management of all One Call notification programs and One Call ticket management system programs. The position is also responsible for the development, implementation, and administration of the Company's Right-of-Way (ROW) maintenance program. DUTIES AND RESPONSIBILITIES The following represents the majority of the duties performed by the position but is not meant to be all inclusive nor prevent other duties from being assigned when necessary. 1. Complies with DOT and OSHA health, safety and environmental requirements and follows safety philosophy and procedures developed by the Company including: applicable environmental, health and safety rules, procedures, and accepted safe work practices, the use of appropriate personal protective equipment and safety systems, and the reporting of workplace hazards and injury or illness arising from workplace activities; observes the workplace to identify conditions or behaviors that should be corrected and takes appropriate action. 2. Compiles information for the development of the annual budget to support the Damage Prevention, Public Awareness and ROW maintenance programs and monitors expenditures for the programs against the budget and approved contracts; obtains approvals for large expenditures which exceed budgetary guidelines or approved contractual limits. 3. Provides guidance and direction to aerial patrol contractors and inspectors in the performance of contracted services; ensures all safety protocols are followed, evaluates completed projects against established performance parameters, and creates and maintains all records associated with maintenance and patrol projects. 4. Coordinates with Area Managers to compile aerial patrol summaries; inventories and tracks aerial patrol reports on SharePoint. 5. Develops specifications for and evaluation of equipment, materials, signage and services required for ROW maintenance projects; prepares bid packets, negotiates and recommends the acceptance of qualified proposals for the performance of ROW maintenance projects and aerial patrols. Monitors project budgets, prepares reports on financial activity and variances of actual expenses from budget, and verifies and approves various requests for payment associated with the project. 6. Analyzes ROW maintenance and inspection reports, establishes priorities and creates annual plan for the Company's existing and planned ROW maintenance activities including ROW clearing and mowing, river crossing sign repair and replacement, line marker repair and replacement, and encroachment mitigation. 7. Evaluates requirements for complying with federal governmental public awareness and damage prevention regulations, defines compliance requirements and develops plans to meet compliance obligations; monitors company activities to ensure that compliance objectives are met. 8. Develops public awareness and damage prevention presentations for PHMSA, API/AOPL and Public Liaison conferences. 9. Represents the Company on steering committees at the federal and state level as it pertains to regulatory issues on public awareness and damage prevention. 10. Evaluates operational processes and procedures across departmental lines to assess risk and develop an effective Public Awareness Program; makes recommendations for new procedures or modifications to existing procedures to improve operational effectiveness. 11. Participates in pipeline and facility Risk and Preventive and Mitigative Measure (PMM) reviews. 12. Manages the Company's One Call ticket notification program through five individual state One Call Centers and evaluates and reports on area office and employee performance; tracks monthly statistics on SharePoint regarding 811 (Irthnet) and 800# communications. 13. Tracks and coordinates landowner communications, encroachment communications, and disseminates encroachment specifications to applicable stakeholders. 14. Works with external partner to develop and implement the Company's Public Awareness Program to encourage safe practices with property owners along the pipeline right of way, other private companies, utility companies, Emergency Responders, government agencies at the federal, state and local level, and public entities. 15. Coordinates with Health, Safety & Environmental Specialists and Right-of-Way Technicians to develop and implement consistent community education programs throughout the organization. 16. Represents the Company during regulatory audits as a key member of the Asset Integrity Department. 17. Serves on Company initiatives or projects as assigned. Education and Experience * A bachelor's degree in a related field or the equivalent in experience and a minimum of three (3) years' experience in ROW maintenance and damage prevention and public awareness efforts as they pertain to underground utilities is required. Prior experience in project management requiring the preparation of contracts, work orders, and bid packets and the evaluation of contractor proposals is required. Education
