The Technical Expert 1 (TE 1) leads the development and delivery of high-quality training and technical assistance using subject-matter expertise in assigned public/behavioral health domains. TE 1 independently designs curricula and materials, synthesizes research and field insights, conducts needs assessments, and facilitates TA across modalities. The role centers on content quality, evidence-informed practice, and effective delivery to achieve meaningful outcomes for grantees.
ESSENTIAL JOB FUNCTIONS:
Plan, design, and deliver training and TA (e.g., site visits, webinars, learning collaboratives, policy academies, grantee meetings) tailored to audience needs.
Develop high-quality written products and training materials (e.g., curricula, toolkits, slide decks, guidance briefs) with minimal supervision.
Conduct and synthesize research; apply evidence and emerging trends; cite sources per project standards.
Execute needs assessments and translate findings into content-driven TA solutions; evaluate and refine content based on feedback and outcomes.
Provide expert consultation to grantees; build rapport and trusted relationships that support adoption and implementation.
Ensure all products and sessions meet quality expectations and reflect best practices for adult learning and equitable, strengths-based TA.
Understand and apply knowledge of Mental Health and Substance Use Prevention Treatment and Recovery Services Block Grants.

Minimum 10 years of relevant work experience with applied expertise in a specific public/behavioral health area.

Curriculum & Facilitation: Designs adult-learning-aligned curricula and facilitates engaging, outcome-oriented sessions across modalities.
Evidence Synthesis & Writing: Produces concise, well-cited products tailored to grantee needs.
Relationship Stewardship: Builds trusted advisor relationships with grantees; tailors TA to context and readiness.
Quality & Impact: Ensures deliverables meet client expectations and contribute to measurable improvements in practice.

Preferred Job Requirements:
Master's degree.
Foundation understanding of evaluation methodology and data analytics.
Knowledge of government contracting, grants management, and office administration.
