EXECUTIVE SERVICE

(This position serves at the pleasure of the Appointing Authority.)

This is a position-specific recruitment. The resulting list of eligible candidates will be used to fill this Maryland Transportation Authority (MDTA) position/function only. All interested people will need to re-apply for any future recruitment conducted for this classification.

The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. Nature of Work:
The Capital Program Manager develops and manages funding strategies for a $5.1 billion six-year capital program, ensuring sufficient resources for improvement, expansion, and system preservation projects. The role oversees internal reporting for leadership review, tracking project adherence to budget, scope, and schedules, while providing budgetary guidance and support to the Division of Planning and Program Development in managing capital project data. Additionally, this position supports project teams in meeting delivery schedules, aligns efforts with strategic program goals, and contributes to long-term capital needs assessments, including both constrained and unconstrained funding scenarios to inform financing and forecasting. Duties of this position include, but are not limited to, the following:

  • Lead development of draft and final Consolidated Transportation Program (CTP), outlining current and future capital projects;
  • Build and maintain an internal financial monitoring system to track project scope, schedule, budget, and long-term funding needs;
  • Prepare quarterly Comprehensive Work Schedule (CWS) updates for board review and reporting, covering six-year cash flow and project timelines;
  • Coordinate budget reconciliation with Finance, including quarterly reviews and year-end closeout, and support project managers with budget adherence;
  • Advise leadership on funding risks and cash flow requirements across the capital program; and
  • Produce long-term funding reports with both constrained and unconstrained projections of capital needs.

This position will report directly to the Deputy Director of Planning and Program Development. The current vacancy is located in Baltimore County, MD. Hybrid telework schedules may be available for this position.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six
years of experience in administrative staff or professional work. **Three (3) years of this experience must include managing or assisting with the management of a transportation investment or capital program.

**This statement contains a SELECTIVE QUALIFICATION, which is more focused in scope than the Minimum Qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (knowledge, skills, and abilities). No substitutions are allowed for a Selective Qualification.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
