TheMaternal Infant and Early Childhood Home Visiting (MIECHV) Technical Assistance Resource Center (TARC)is looking forapart-time (75% level of effort)SeniorProgrammaticTraining and Technical Assistance Associate.

TheSeniorProgrammaticTraining & Technical Assistance Associatewill provide programmatic technicalassistancefortheMIECHVTARCawardees funded by HRSA's Maternal and Child Health Bureau.The TARC supports MIECHV awardees in all 50 states, the District of Columbia, and five territories in strengtheninghome visiting servicesto improve outcomes for pregnant women, children, and families.The TARCis a multidisciplinary team of specialists that work together to provide high quality, comprehensive technicalassistance.

You Will:

Provide professional development training and technical assistance, contributing further to the organization's intellectual capital, and developing name recognition as a leader in the field; assignments have high visibility and large potential new business impact; initiates and executes diverse, strategic, and high-impact projects, or is responsible for particular phases of a large, very complex project, involving:

  • Providingsubject matter expertise on a variety of subjects such as process consultation, adaptive leadership, and active implementation
  • Leading the implementation of activities such as the Leadership Academy for MIECHV awardees
  • Expert research, needs assessment, planning, strategizing, piloting, program promotion
  • Writing; editing
  • Conceptualizing and leading product dissemination, evaluation, customization
  • Contributes to documentation and dissemination of program learning
  • Maintaining records, including financial
  • Guiding facilitation of adult learning and web-based learning
  • Consulting with specialists, other experts
  • Developing high-visibility presentations
  • Leading proposal design & development and project implementation
  • Investigating solutions to potential problems, which may result in products, programs,servicesor inventions;
  • Analyzing trends andidentifyingopportunities
  • Developing innovative techniques
Qualifications

Education

  • Master'sdegree, educational certification, or PhD inpublic health research, education, training, curriculum design,consulting, organizationaldevelopmentor administrative management

Skills & Experience

  • With a Master's, 7 - 10years, including at least 3 years providingdirect technicalassistanceandexpertiseto local/state public health-related professionals,includingeducation, training, curriculum design, consulting, organizationaldevelopmentor administrative management,(solid experience with computer applications, instructional design, and Internet research)
  • Knowledge of MIECHV TARC programmatic requirements, including federal legislation and regulations related to programs and policies
  • Direct experience andexpertise,required,in a cadre of the following content areas andability towork with fellow TA specialists and subject matter experts for areas that need deeper engagement andexpertise:
    • Home visiting program implementation, including program development, implementation, innovation and advancements, and performance; family recruitment, retention, partnership, and engagement;utilizingnew technologies; impacts of public health emergencies on service delivery; serving priority populations and underserved families and communities; and serving Tribal communities.
    • Home visiting workforce, including staff recruitment and retention,leadershipand professional development, capacity-building, and reflective supervision, in each case, through both in-person and virtual modalities.
    • Behavioral health and related topics and their effects on pregnant women and families with young children and interventions to support impacted families, including maternal depression; intimate partner violence; substance use disorder; trauma-informed and trauma-responsive approaches; and early childhood mental health consultation.
    • Needs assessments, including applying needs assessment findings to improve access to and quality of home visiting services.
    • Group facilitation, including effective facilitation strategies and methods for engaging participants virtually.
    • Consultative, quality assurance, and continuous quality improvement methods, Active Implementation; and Process Consultation or similar strategies.
  • 1-3 years prior project management or program development experience; demonstrable leadership skills
  • Multimedia technology skills

The starting full-time equivalent base salary range for this position is $75,000 - $100,000.The base salary is pro-rated to the overall level of effort for this role.
