Job DescriptionThe Director, Housing at Waco Campus is responsible for leading housing operations, occupancy strategy, and residential service delivery for the Waco campus. This role ensures a safe, functional, and student-centered housing environment while maintaining accountability for occupancy performance, operational effectiveness, and alignment with institutional priorities.

The position owns housing operations end-to-end, including planning, execution, and continuous improvement of processes that support student placement, facility readiness, and residential experience. This role leads staff, coordinates cross-functional support, and ensures housing services are delivered consistently and effectively to support student success.

Success in this role requires strong operational leadership, sound judgment, decision-making authority, and accountability for housing outcomes, including occupancy, service quality, and response to student needs.

The Target Hiring Range for the position is $ 57,542 - $63,296 The final salary offer will be determined based on the candidate's qualifications and experience. Essential Functions

Housing Operations & Performance Management
Leads housing operations for the Waco campus, maintaining accountability for occupancy, unit availability, and overall housing performance. Establishes priorities and ensures alignment between student demand, housing capacity, and institutional goals.

Oversees student housing processes including placements, assignments, move-ins, and move-outs, ensuring efficient utilization of housing resources and consistent service delivery.

Coordinates with Facilities and Physical Plant to ensure unit readiness, preventative maintenance planning, and timely resolution of maintenance issues across all housing types.

Maintains and utilizes housing data, including occupancy, vacancies, rental rates, and inventory, to inform decision-making and operational planning.

Student Experience & Conduct Management
Leads enforcement of housing policies, rules, and regulations to maintain a safe and respectful residential environment. Oversees resolution of student concerns, lease violations, and conduct issues, ensuring consistency, documentation, and appropriate escalation when needed.

Responds to housing-related incidents and emergencies, including after-hours situations, as part of a structured on-call rotation in coordination with campus safety and leadership.

Staff Leadership & Operational Oversight
Leads, supervises, and develops housing staff, establishing expectations, accountability measures, and performance standards aligned with operational goals.

Provides direction, coaching, and decision-making support to ensure consistent execution of housing processes and responsiveness to student and operational needs.

Financial & Resource Management
Leads housing budget planning and oversight, ensuring responsible use of resources and alignment with operational priorities. Monitors expenditures, identifies needs, and provides recommendations to leadership.

Oversees rental processes, tenant accounts, and financial coordination related to housing operations, ensuring compliance and accuracy.

Systems & Process Management
Leads utilization and optimization of housing management systems, ensuring data accuracy, reporting integrity, and effective use of system capabilities to support operations and decision-making.

Drives consistency in processes related to occupancy tracking, maintenance coordination, and housing administration.

Collaboration & Risk Management
Partners with Facilities, Risk Management, campus leadership, and third-party housing partners to ensure safe housing conditions, minimize risk, and support operational effectiveness.

Represents housing operations in cross-functional discussions and contributes to decisions that impact residential life and student services.

Continuous Improvement & Planning
Identifies trends, operational gaps, and opportunities for improvement within housing operations. Implements changes that improve efficiency, service delivery, and student experience.

Supports planning efforts that align housing operations with institutional growth and student needs.

Education & Experience

Minimum Qualifications
Associate degree from an accredited college or university, or an equivalent combination of education, training, and directly related professional experience as assessed under TSTC's established equivalency standards.

Five (5) to seven (7) years of experience in housing operations, facilities coordination, residential life, or a related operational environment.

Demonstrated experience supervising staff and managing operational functions with accountability for outcomes.

Three (3) to Five (5) years experience with Star Rez Housing Management Software platform and like modules.

Preferred Qualifications
Bachelor's degree from an accredited college or university.

Experience managing housing operations within higher education or residential campus environments.

Experience with Touchnet, CSGold and other housing accounting and access softwares. Advanced certification Star Rez platform. 3-5 years experience supervising professional housing staff and resident assistants in a residential curriculum based campus.

Experience working with third-party housing vendors or external partners.

Extra Duties Statement

This position is classified under the Fair Labor Standards Act (FLSA) as exempt and operates in a professional environment that may include campus offices, residential facilities, and other college locations.

This position is based on the Waco campus and requires on-site presence to support housing operations and student engagement.

This role includes participation in an on-call rotation to support student housing operations outside of standard business hours. On-call responsibilities include responding to incidents, emergencies, and urgent housing-related issues, and coordinating with campus safety and leadership as needed.

Occasional evening and weekend work is required to support housing operations, student needs, and campus events.

The position may require movement across campus, coordination with multiple departments, and engagement with students and staff in residential environments. Work is performed using standard technology and communication tools and can be performed with or without reasonable accommodation.
