TennCare is Tennessee's managed care Medicaid program that provides health insurance coverage to certain groups of low-income individuals such as pregnant women, children, caretaker relatives of young children, older adults, and adults with physical disabilities. TennCare provides coverage for approximately 1.7 million Tennesseans and operates with an annual budget of approximately $14 billion. It is run by the Division of TennCare with oversight and some funding from the Centers for Medicare and Medicaid Services (CMS).

Job Overview:

The Pathway to Independence Director will oversee a first-of-its-kind innovative pilot program called Pathway to Independence, which will help parents transition to private coverage and stable employment. Offering parents who leave TennCare due to increased income with temporary financial assistance for their private health insurance will help alleviate the benefits cliff and create a stronger path to their financial independence. If successful, this program will improve quality of life, reduce Medicaid dependence, create long-term taxpayer value, and serve as a model for the rest of the country. The Pathway to Independence Director will be instrumental in this success and have the opportunity to inform federal policy.

Overseeing this Pathway to Independence program will require serving as both the project lead and project manager, executing and tracking high level strategic and operational project needs, while building and managing partnerships across many teams within and outside of TennCare. This senior leadership role will report directly to the TennCare Chief of Staff.

Key Responsibilities:

  • Planning: Lead the planning, completing, and tracking of all needed milestones before program launch, such as ensuring contractor readiness, implementing TennCare member communications, and establishing program rules.
  • Project management: Track many complex moving pieces simultaneously, requiring excellent project management skills.
  • Contract management: Oversee the Pathway to Independence contractor who is responsible for conducting waiting list management, slot management, call center management, and execution and tracking of the financial assistance for the enrollees.
  • Evaluation: Oversee the program evaluation, which includes overseeing a separate contractor to plan, implement, and track the evaluation process.
  • Data tracking and analytics: Monitor program metrics over time, which includes many different data components across many aspects of the program, and make program changes as needed.
  • Stakeholder engagement: Manage partnerships with many different stakeholders, including contractors, health insurance marketplace payers, TennCare Managed Care Organizations, other state agencies, and many teams and executives across TennCare.
  • Communication: Synthesize very complex details for executive level audiences.


MINIMUM QUALIFICATIONS

  • Bachelors degree in related field, such as healthcare administration, public health, business administration.
  • At least four years of relevant work experience would be considered in place of degree.
  • 5 or more years of relevant work experience

Preferred Qualifications

  • Masters degree in healthcare administration, public health, business administration, or other related field.
  • Experience in directly managing one or multiple programs.
  • Experience in health policy.
  • Self-starter: ability to proactively identify and pursue program needs.
  • Strong organizational skills, including the ability to prioritize, multi-task, and manage workload to meet specific program needs.
  • Strong, clear, and concise oral and written communication skills.
  • Ability to analyze data, identify trends, and make informed recommendations.
  • Strong proficiency in Microsoft Office Software (Excel, Access, Word, and PowerPoint).
