Qualifications

Education and Experience: Bachelor's degree and five years of full-time professional experience in social services, human services, education, auditing, accounting, and/or social services grant coordination. At least three years of this experience must have been in federal policy development, federal program contract management, case management, eligibility determination, or process improvement (such as LEAN or Six Sigma certification) in any field listed above.

Substitution of Experience for Education: Additional full-time professional experience in a field listed above may substitute for the required education on a year for year basis, there being no substitution for the required three years of specialized experience.

Substitution of Graduate Education for Experience: Graduate course work from an accredited college or university in any liberal arts field, including social sciences, statistics, education, public administration, and/or business may be substituted for the required experience, on a year-for-year basis, to a maximum of two years, there being no substitution for the required three years of specialized experience.

OR

Experience equivalent to two years of field supervision with the Department of Human Services.

Necessary Special Qualifications: Applicants for this class may be required to:

  1. Complete a criminal history disclosure form in a manner approved by the appointing authority;
  2. Agree to release all records involving their criminal history to the appointing authority;
  3. Supply a fingerprint sample prescribed by the TBI based criminal history records clerk.

Overview

The Division of Rehabilitation Services, Vocational Rehabilitation (VR) program, seeks to provide employment-focused rehabilitation services for individuals with disabilities consistent with their strengths, priorities, and resources. The VR program provides a variety of individualized services to persons with disabilities in preparation for their employment in the competitive labor market.
Services provided that reduce or eliminate disability related barriers to employment may include counseling and guidance, training, maintenance and transportation, transition services from school to work, personal care assistance, rehabilitation technology services, job placement, post-employment services, supported employment, and independent living services.

Under the general supervision of the Assistant Vocational Rehabilitation Director of Business and Community Services the DHS Program Manager is responsible for providing localized
leadership and managing VR Career Training Specialists and VR Career Training Coordinators in the west grand region. The DHS Program Manager is responsible for developing and implementing workforce strategies that identify and meet both employer and job seeker needs in the area. In addition, the DHS Program Manager must build long-term relationships with local area workforce boards, advocacy organizations, the disability community, local education
agencies, training institutions, and businesses with a presence in the area to promote and increase the training and employment of individuals with disabilities in the competitive integrated labor market.

Responsibilities

  1. Evaluates resources, program delivery, processes, policies, and procedures to ensure quality through observation, analysis, and assessment. Writes, revises, and implements program policies and procedures to ensure compliance, evaluate/ensure effectiveness, and ensure program integrity, and makes recommendations to enhance continuous improvement.
  2. Oversees expenditures to ensure proper usage of funding as stipulated by grant requirements and contracts. Reviews policies and procedures affecting state and contracted programs to ensure compliance with federal guidelines.
  3. Develops and maintains constructive and cooperative working relationships with internal/external partners to meet the needs of clients, staff, and community and responds to inquiries. Plans and conducts group meetings; develops and delivers trainings with staff or partners to disseminate information on specific topics.
  4. Analyzes reports, databases, statistical data, and other information to determine system accuracy, project program and caseload trends, and monitor employee performance. Examines the impact of policies on current and proposed budgets.
  5. Provides day-to-day oversight of team including staffing, coaching, performance management, professional development, and identification of training opportunities for staff. Provides guidance and expert advice to management and other groups on program and departmental goals.
  6. Identifies, develops, and implements short- and long-range objectives and strategies to ensure compliance with federal requirements and departmental goals and effectively meet customer needs. Coordinates with other agencies, divisions, units, or departments to accomplish specific tasks or projects.
  7. Identifies problem areas and develops and implements a plan for corrective action. Provides technical guidance and interpretation of policies and procedures and drafts instructional memos and bulletins to notify staff of important changes or clarifications.
  8. Provides input into the functionality and design of new technologies or systems and assists with user acceptance testing.
