Job Announcement

Join the Park Authority and our nationally recognized team of professionals! This position works as a part of one of the most highly regarded park systems in the country. Under the general supervision of the Director of Budget, Procurement, and Analysis, the candidate is responsible for managing the budget development, execution, and analysis of general operating and revenue funds of the Park Authority. Prepares monthly budget execution reports and reviews findings with leadership and other Park Authority divisions. Works with divisions within the Park Authority to develop future year budget requests. Performs reconciliation of operating expense and payroll transactions in compliance with policies and procedures. Coordinates monthly payroll with divisions to review and resolve inaccuracies. Coordinates and prepares annual fee increase across divisions and for the Park Authority Board. Coordinates with the Department of Management and Budget on current and future year budgets. Effectively communicates, prepares presentations and acts as a subject matter expert for budget functions.

  • Prepares or oversees the preparation of large, complex agency budget;
  • Oversees a group of financial staff performing complex work;
  • Assists the Fiscal Manager with development and annual compilation of the annual, quarterly, and carryover budgets;
  • Directs all budgeting, purchasing, and payment activities for a specialized area of grants management, accounts payable/accounts receivable, or financial operation;
  • Assists in the development and implementation of fiscal management and accounting procedures for the agency;
  • Maintains financial policies and procedures and has direct oversight of audits;
  • Coordinates and oversees audit processes;
  • Prepares grant proposals and reports;
  • Ensures compliance with all applicable Federal, State and County regulations and procedures.

Required Knowledge Skills and Abilities

  • Extensive knowledge of the principles, methods, and practices of governmental budgeting and financial management;
  • Thorough knowledge of intergovernmental financial management, grant management, and contract management;

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with either a bachelor's degree in accounting, business administration, public administration, public policy, or related field; plus, four years of professional-level experience in finance, business administration, budgeting, or contract management, a master's degree in a related field or CPA may substitute for 1 year of experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, and driver's record to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Any combination of education, experience, and training equivalent to: graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field; plus five years of professional-level experience in budget execution, budget formulation, or business administration.
  • A master's degree in a related field may substitute for 1 year of experience.
  • Strong analytical skills using advanced Excel techniques and/or Power BI or similar analytical tools required. Strong written and oral communication skills.
  • Must be detailed oriented and be able to work with a team to achieve organizational goals.

Ability to work at a desk for extended periods of time. Lifting less than 5 pounds.. All duties may be performed with or without reasonable accommodations.
