This position is located in the Central Information Telecommunication (CIT) Section of the Personal Property and Business License Division of the department and designated as a one-stop service. Receives calls from citizens, attorneys, realtors, Board of Supervisors and others, requiring detailed information about payments and assessments of real estate and individual personal property assessments, dog license, state income taxes, parking tickets, tax relief, compliance for PPTRA, and other general tax information. Assists taxpayers with state income tax questions, filings, and mailing. Exercises independent judgment and initiative in the application and interpretation of complex regulations, procedures, and instructions while dealing with the public. Staff must have working knowledge of computer tax systems to assist and respond to citizens' inquiries pertaining to taxes.
Note: The assigned functional areas for this position include general office support, customer service, tax dispute resolution, research & document review, and/or tax assessment.

General Financial Duties Recommends changes to agency/work unit administrative policies, procedures and methods; Uses existing spreadsheets and databases to interpret and organize resource information; Communication Independently composes original correspondence (e.g., preparation of replies to non-technical requests) for the executive/work unit head's review and signature; Coordinates data collection and provides information to others including executive/work unit head; Receptionist/Public Contact Oversees or resolves non-routine/difficult situations based on knowledge and interpretation of established policies & procedures; Interprets county rules & regulations to employees, management, and the public using discretion as to proper application.

Employment Standards

MINIMUM QUALIFICATIONS: Any combination of education, experience and training equivalent to high school graduation and three years of experience providing administrative support in the assigned functional area(s).
NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.
Additional work schedule requirements: must stay after 4:30 if helping a citizen on the phone or calls in queue. Extended hours during tax season (SMILES). This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)
PREFERRED QUALIFICATIONS:
- Two (2) years of experience with state and local law regarding the assessment of tangible property taxes.
- Two (2) years of experience conducting research and analyzing findings.
- Two (2) years of experience working in a collaborative environment; ability to establish and maintain effective working relationships.
- Two (2) years of experience providing customer service in an office setting.
- Intermediate proficiency in using Microsoft Office applications such as Word and Excel.
- Willingness to learn new applications and systems as needed.
- Strong analytical, problem-solving and decision-making capabilities.
- Ability to exercise tact, discretion, initiative, and creativity.
- Excellent oral and written communication skills.
PHYSICAL REQUIREMENTS:
This position is basically sedentary, but may require some walking, bending, and lifting up to 5 to 10 pounds. Requires sitting in front of a computer and answering telephone calls for the majority of the workday. All duties performed with or without reasonable accommodations.
