As Construction DCA Department Manager, you will serve as a principal technical advisor on construction management for the Metropolitan Washington Airports Authority.Construction DCA Department Manager Serves in the Construction Department in the Office of Engineering at Reagan National Airport. Directly and through subordinate department staff and consultants, coordinates and monitors construction management activities of a program management consultant team and/or manages and directs Capital Construction Program (CCP) projects and large projects funded by the Capital, Operating and Maintenance Investment Program (COMIP) throughout the Airports Authority including projects at Ronald Reagan Washington National Airport (DCA). Responsible for quality, safety, and timely completion of capital construction projects within the budgetary and schedule constraints provided by the Authority. Performs related functions. GENERAL RESPONSIBILITIES Manages all facets of construction for CCP projects and designated construction projects funded by the COMIP at DCA airport. Reviews engineering designs and contract documentation to enhance constructability, maintainability, and sustainability of facilities and structures. Manages the technical aspects of construction contractor claims avoidance and dispute resolution efforts. Establishes and applies construction project scheduling, control, and review systems to assist in achieving goals and results. Reviews progress, costs, quality, safety, and schedules, and provides technical direction to the program management consultant or others. Reviews selected tenant projects in support of the airports' engineering staff. Oversees the evaluation of construction bids and selection of firms for contract award. Participates in the development of standard provisions for construction contracts Oversees professional staff in the technical aspects of contract negotiations and administration, including such tasks as preparation of technical aspects of construction contract change orders and certification of invoices. Makes plans and takes actions in the design process to maximize utility and convenience to airlines, tenants, and the public. Interfaces with Airport Engineering and Maintenance Departments on Operations and Maintenance (O&M) projects. Manages special projects, studies, and analyses to establish or improve systems for construction scheduling, quality control, cost control, safety, and progress reporting. Serves as the primary Airports Authority engineering management point of contact for internal and external auditors. Keeps abreast of the latest advances in airport construction issues and technology. Conducts briefings, negotiates contracts, ensures compliance with regulatory requirements, and provides technical and non-technical assistance. Performs other duties as assigned. QUALIFICATIONS NineTen (10) years of progressively responsible experience managing and coordinating large civil engineering and construction projects, including planning, organizing, and monitoring quality control and ensuring work meets contract specifications, industry standards, and project design intent, and a bachelor's degree in construction management, Civil or Structural Engineering, or related field. An equivalent combination of education and experience may be considered. Comprehensive knowledge of the principles and practices of civil engineering with emphasis on construction, as well as knowledge of other engineering fields (e.g., environmental engineering), and skill in applying it to perform construction engineering analyses, supervise staff in construction management activities, and advise on critical construction issues. Knowledge of key regulatory requirements of the building trades and generally accepted practices of the construction industry, and of solicitation and contracting procedures, and ability to apply it to authoritatively advise and supervise subordinates on a full range of construction management issues and monitor the work of construction firms, management consultants, and building contractors. Experience managing cross-functional teams, contractors, and stakeholders. Ability to make recommendations on all aspects of construction management. Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team. Ability to perform complex analyses of data and information and make recommendations. Ability to speak and write effectively. Skill in using a computer and modern office suite software, with emphasis on project management and construction and engineering systems/software. PREFERRED QUALIFICATIONS Experience managing construction projects and contracts in a public sector environment. Certification as a Certified Construction Manager (CCM) from the Construction Manager Certification Institute, or an equivalent certification. Licensed as a Professional Engineer (PE) or Registered Architect in the United States or one of its Territories. Experience managing construction in an active airport environment. CERTIFICATIONS AND LICENSES REQUIRED A state driver's license in good standing. Licensure as a Professional Engineer in the Commonwealth of Virginia within 180 days from hire, promotion, or placement in the job. NECESSARY SPECIAL FACTORS Licensure as a PE in the Commonwealth of Virginia must be maintained. Operates vehicle landside and airside (requires AOA permit). Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors. May be required to work nights and weekends, depending on project schedules and airport operations. Is subject to adverse weather conditions and exposed to dirt, grease, odors, hazardous substances, and loud noise when visiting construction sites. Wears protective equipment, as required.
