REQUIREMENTS: ALL Applicants must be:

    • Must have own transportation to and from jobsite every work day (driver's license not required)
    • Must provide own hand tools (excluding power tools)
    • May be expected to travel where the project requires (multi-state opportunities)

Manage and lead the day-to-day actions of the Personnel and Benefits Team providing services and support to all Crowder employees.

DUTIES AND RESPONSIBILITIES INCLUDE

  • Supervise the Employee Services Manager-Personnel in the day-to-day onboarding process and all personnel-related employment practices including E-Verify, Drug Testing, entering pay/trade changes, disciplinary actions, contact information changes, separation, unemployment.
    • Evaluate the ongoing effectiveness of the Electronic Onboarding process for all new hires (rehires and reinstates) making sure that new employees get a good start at Crowder.
    • Ensure all personnel policies and personnel procedures and practices are documented and consistent throughout the Company.
    • Manage guidelines and ensure compliance with the accurate handling and electronic file storage of all personnel records.
      • Oversee company record-keeping practices to ensure compliance with all federal, state and local retention requirements.
      • Ensure all files in Docuware are scanned and verified on a timely basis.
      • Ensure employment information viewable in Employee Self Service Portal is accurate and timely.
    • Coordinate with Payroll Manager and Employee Services Managers on the weekly support needed to process payroll accurately and timely.
    • Ensure the Employee Handbooks and drug testing materials are updated and maintained and distributed as needed based on hiring needs.
    • Oversee the termination process from the entry of the separation to the processing of unemployment claims and appeals.
    • Lead the Drug Free Workplace Program to ensure that our practices match the standards outlined in the policy (as well as any specific contractual requirements of projects).
    • Ensure any DBRA projects are setup and managed per the relevant schedule and contract requirements of the project.
    • Ensure the Company Bulletin Boards are deployed for new projects and maintained with the latest postings on every Crowder jobsite and updated at least three times a year.
    • Ensure that Employee Services Manager to compile and file the annual reports to the EEOC, DOL, DOT and any other regulatory agency are filed timely and accurately.
  • Supervise the Employee Services Manager-Benefits in the day-to-day operations of eligibility and enrollment.
    • Oversee the monthly and annual open enrollment process to ensure that the benefit elections are clearly communicated to all employees, and that the value of the "hidden paycheck" is understood.
    • Review and finalize all Summary Plan Descriptions and ensure that SPD's and any other relevant benefit guides are posted on the shared drive and available to employees.
    • Administer functions of the 401k Savings Plan, including:
      • Monitor the timing of payroll deductions and uploads to the Principal to ensure timeliness.
      • Compile the data and submit for ADP.ACP Testing.
      • Manage the annual audit and filing of the 5500.
      • Ensure all plan notices go out on a regular basis, including EACA, 404a, QDIA, SMM, SAR.
      • Oversee education strategy to ensure employees are actively involved in their own retirement planning.
    • Manage the renewal cycles for the medical, dental, vision, life/disability benefit plans, working with the VP and outside advisors to ensure that Crowder's benefit plans are both competitive and cost effective.
    • Work with vendor partners to resolve any claims or network issues on behalf of employees.
    • Ensure that monthly benefit invoices are processed and submitted on a timely basis. Conduct periodic audits to ensure that the invoiced amounts match the enrollment activity.
