Schedule: 9:00 am - 5:00pm (EST)

Position Overview:

The Subawards Manager is responsible primarily for providing overall subaward quality assurance and management expertise across 988 portfolios. This position provides expertise and technical guidance from pre-award phase to close-out of subawards, including the development of select strategic subaward solicitations, negotiation, review of subaward packages, execution, monitoring and overall subaward administration for 988 funding operations.

Duties/Responsibilities:

  • Coordinates the planning and management of all subawards including amendments and reports for 988, provides guidance and assistance to staff and subrecipients in the interpretation of subawards funding requirements.
  • Serves as a liaison between Vibrant leadership, Finance, Operations Divisions and federal agencies in the preparation of subaward funding reports; researches SAMHSA subaward requirements, manages subawards report narrative and summaries, and assists business operations staff with the preparation of comprehensive subaward budget justifications.
  • Manages and provides leadership to two Subawards Coordinators, including setting priorities, coaching, performance management, and fostering professional development.
  • Contributes to the development or adaptation of administrative and financial policies and procedures for subrecipients, which include manuals, user guides, and templates for compliance with SAMHSA and Vibrant requirements.
  • Prepares and compiles all components of each subaward submission, ensuring that the Subaward Agreement is submitted in accordance with SAMHSA requirements.
  • Develops and maintains databases and systems for recording and tracking subawards and progress on deliverables; collaborates with staff to write standard and subaward reports, summaries, and analyses, as required.
  • Monitors subrecipient performance: review, evaluate, verify and provide feedback on subrecipients monthly financial and technical reports to ensure accuracy, completeness and timeliness.
  • Communicates effectively with subrecipients by building and maintaining strong relationships, addressing inquiries promptly, resolving issues efficiently, and ensuring clear and consistent communication throughout the subaward lifecycle.
  • Develops and maintains a library for all subawards supporting documentation, including information such as approved budget, statement of work and budget justification, funding agency requirements, forms and other pertinent materials.
  • In collaboration with Corporate Finance, monitors and coordinates the administration of subawards to ensure that budgeting and administrative policies, procedures, and agency requirements are being followed; manages administrative activities and budget changes occurring during the subaward period of performance, including the submission of subaward amendments.
  • Maintains knowledge of subaward funding policies, regulations, and procedures; disseminates and presents changes to departments and advises on the implementation of changes, and on the impact of changes on subaward funded operations.
  • Performs miscellaneous job-related duties as assigned.

Required Skills/Abilities:

  • Experience with subaward management, compliance monitoring, and federal PTE regulations. Strong leadership and communication skills.

  • Identifies multi-faceted problems affecting achievement of individual goals and provides solutions.
  • Decisions have minor organizational impact that may require consultation with internal and external stakeholders regarding issues, possible solutions and implementation of alternatives.
  • Analyzes and interprets issues, realigns responsibilities, commits resources and proposes alternative solutions.
  • Implements solutions for minor projects after approval; held accountable if no action is taken.

    Scope of Responsibility/Accountability:
  • Manages subaward programs/projects, creates and implements work plans and objectives.
  • Monitors and evaluates interim results and develops contingency plans if objectives are off track.
  • Performance is reviewed by director level and above.

    Managing/Directing Work:
  • Interprets standards, communicates constructive feedback and guides others in developing their capacity to perform more effectively.
  • Participates in planning and implementing small- scale work activities and contributes to evaluation of results for assigned objectives.
  • Manages their own task list with minimal supervision.
  • Multi-factor decision- making requiring research and analysis, subject to supervisory guidance.

Required Qualifications:

  • Bachelor's Degree in public health, policy, business or comparable experience
  • 3+ years of experience working on Federal government subawards
  • Understanding of Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards
  • Excellent communication and interpersonal skills;
  • Ability to establish productive and collaborative relationships with all levels of staff
  • Ability to navigate complex decision-making involving multiple stakeholder groups; Great judgment and effective and creative leadership ability
  • Ability to quickly absorb complex, technical documents and brief the Executive team; Attention to detail and excellent organization skills
  • Ability to take initiative, problem-solve, prioritize duties, and balance competing priorities while paying close attention to detail, meeting deadlines, and working well under pressure.

Physical Requirements:

  • Must be able to remain in a stationary position 50% of the time.
  • Will constantly operate a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
  • Will frequently communicate over video calls with internal and external stakeholders to provide status updates and potential roadblocks.

We determine base pay through a comprehensive review of skills, experience, education, certifications, geographic location, and other relevant factors. The range listed reflects the compensation parameters for the role and does not represent the full compensation package.
