Departmental Overview

The Center for Long-Term Cybersecurity (CLTC) is a premier research and collaboration hub dedicated to building secure digital futures. Housed at the School of Information at the University of California, Berkeley, CLTC was founded in 2015 to build bridges between cutting-edge academic research and real- world industry and policy needs. Our approach is built on two key pillars: first, to focus on the future of digital security and second, to expand who participates in this field. Our public-private partnerships, research programs, and outputs help decision-makers act with foresight, and our students and alumni represent the next generation of leaders in cybersecurity technology, policy, research and practice.

CLTC is seeking a Deputy Director to support the Executive Director in strategic, intellectual and operational leadership for the Center's multiple programs in cyber and AI security. We are seeking an experienced leader with the ability to expand the Center's reach and impact by developing partnerships, and executing, to break new ground in public interest and community cybersecurity. The Deputy Director should be a subject matter expert in state, local and community cybersecurity able to contribute to the Center's nationally recognized initiatives, such as the Consortium of Cybersecurity Clinics and the Cyber Resilience Corps, and grow the Center's core research.

This is a 100% FTE (full-time), 2-year contract appointment with the possibility of extension.

Responsibilities

  • Partners with the Executive Director and affiliated faculty to direct programmatic and administrative activities of the Center. Conducts strategic reviews of the Center's activities and leads teams to secure broad buy-in for strategic goals. Assists the Executive Director in program budgeting and planning.
  • Identifies new applied research opportunities in Public Interest Cybersecurity, develops research design, and produces research that helps to strengthen critical infrastructure and community cybersecurity protection. Oversees and reviews data collection, data analysis, and report production. Authors and co-authors CLTC reports, op-eds, briefings and peer-reviewed publications.
  • Reviews research products prior to publication or submission to external edit, ensuring that all products meet the Center's standards.
  • Identifies and pursues funding opportunities and revenue streams, securing new multi-million-dollar grants from federal, state, private and other sources. Ensures that funding proposals advance the Center's mission, values, and impact, and ensures execution once funded. Assists in stewarding the Center's existing funders.
  • Develops and leads special projects in public interest and community cybersecurity with campuswide, state, national, and international impact (e.g., projects with state governments, industry associations, academic consortia.)
  • Supervises 2-3 program directors, engages with visiting scholars, and mentors CLTC fellows and student researchers.
  • Represents the Center through public speaking and in effective written and verbal communications with external stakeholders including federal, state and local policymakers, industry leaders, academic partners, media.
  • Serves as a liaison and advisor to the networks CLTC convenes including the Cyber Resilience Corps and the Consortium of Cybersecurity Clinics and participates in other relevant cybersecurity research consortia.
Required Qualifications

  • Advanced degree in a related field including but not limited to cybersecurity, information science, law, public administration, business, economics or political science, and / or equivalent experience or training.
  • Academic subject matter expertise and practitioner's background in usable cybersecurity for community organizations and critical infrastructure. Expert knowledge of state and local cybersecurity practices in multiple jurisdictions.
  • Demonstrated success building collaborations between academia, industrial and / or governmental agencies in applied cybersecurity research on behalf of community-serving organizations.
  • Demonstrated success leading teams. Advanced interpersonal skills and ability to work with diverse groups to achieve results.
  • Demonstrated ability to represent the Center at the highest levels including on advisory boards, scientific communities of practice, state and federal committees.
  • Advanced knowledge of administrative, budgetary, human resources and financial principles and practices.
  • Advanced oral and written communication skills.
  • Advanced ability to think creatively and independently on concepts requiring advanced analytical skills.
  • Highly skilled fundraising experience with track record of success with public and private funding sources.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
