Job Description

We have an opening for an Associate Division Leader (ADL) for the Micro and Nano Technology Section (MNTS). MNTS is comprised of groups focusing on cutting edge R&D and technology including micro and nanotechnology, semiconductors and other solid state devices, electromagnetic material interactions, precision engineering, ultrafast optical systems, implantable microsystems, bioengineering, and radiofrequency photonics. Members of MNTS contribute to internal Laboratory programs and many external Strategic Partnership Projects. The ADL will represent the full spectrum of capabilities within the Section to laboratory management and external sponsors and has administrative responsibility for leadership, staffing, and operations of the Section including overseeing some facility management, including the Center for Micro and Nanotechnology. The ADL has direct line management of the MNTS Group Leaders and is responsible for creating the correct balance of personnel with the appropriate skills for existing and future projects. The ADL will work closely with the Group Leaders and the leaders of the Center for Bioengineering (CBE), the Center for Engineered Materials and Manufacturing (CEMM), the Center for Design Optimization (CDO), and the Materials Engineering Division (MED) to develop strategic initiatives aimed at building new business for the Section. This position will report to the MED Division Leader and will bea part of the MEDDivision Management Team within the Engineering directorate. This position is within the Materials Engineering Division (MED) within the Engineering directorate.

This position offers a hybrid schedule, blending in-person and virtual presence. You will have the flexibility to work from home one or more days per week.

You will

  • Provide technical leadership, management, resource planning, budget development and administration, and support for core activities of the Micro and Nano Technology Section (MNTS), ensuring alignment with strategic objectives.
  • Collaborate with programmatic customers to assess needs, define or redefine customer requirements, and develop partnering relationships with project leaders within the Section.
  • Partner with the leaders of the Center for Bioengineering (CBE), the Center for Engineered Materials and Manufacturing (CEMM), and the Center for Design Optimization (CDO), Group Leaders, the Strategic Engineering Engagement Department (SEED) as well as relevant programmatic leadership in Strategic Deterrence, Global Security, and NIF and Photon Sciences to establish strategic partnerships with internal and external customers, and to foster continued interaction, coordination, and cooperation.
  • Formulate and execute short-term and long-term strategic programmatic technical and administrative goals, in conjunction with MED's engineering management team.
  • Oversee the strategic aspects of the Building 153 cleanroom and supporting laboratories and the Center for Micro and Nanotechnology including ensuring smooth operations, proper resourcing, strategic planning to ensure the facilities can meet current and future programmatic needs, and planning for future infrastructure investment such as expansions and new facilities.
  • Lead and work with the MNTS Management Team to carry out day-to-day management responsibilities, including developing MNTS policies, prioritizing discretionary resources, and balancing the demands of competing projects, developing hiring plans, developing capital equipment plans, overseeing facility management in Building 153 including cleanroom operations and supporting laboratories, and serving as the primary contact between Division Management and the Section members.
  • Oversee and support program and project leaders within the Section by working with them to meet their staffing needs, facilitate good team dynamics, and ensure that adequate resources are provided so that program/project goals are met.
  • Collaborate with direct reports to establish performance goals, regularly review goal status, reassess relevancy and/or explore need for revisions or removal of goals, and continually provide feedback and evaluate performance. Prepare annual employee performance appraisals for direct reports and participate in associated ranking and salary management activities. Provide career counseling, mentoring, and technical guidance for Section members.
  • Champion, develop, apply, and model disciplined engineering, quality management, and project management best practices in support of the Section's primary programmatic customers.
  • Provide general oversight and personal commitment to the goals of Integrated Safety Management, Integrated Safeguards and Security Management, compliance with all ES&H regulations, good business practices, diversity, and equal opportunity.
  • Stay abreast of technological progress in the relevant science and technology community.
  • Identify and assess the long-term workforce needs for the Section and LLNL and outline plans and actions to address them.
  • Advise and assist staff with technology transition plans to programs and external organizations.
  • Perform other duties as assigned.

Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Master's degree in engineering or physical sciences or a related technical discipline, or the equivalent combination of related education and experience.
  • Demonstrated subject matter expert level knowledge and extensive experience with micro and nanotechnologies including micro and nanofabrication, semiconductor, micro electromechanical systems (MEMS) or related areas.
  • Demonstrated and advanced knowledge of cleanroom operations, equipment, and activities.
  • Demonstrated experience and track record of effectively delivering microtechnology solutions to customers.
  • Extensive experience leading, supervising, and working in a multidisciplinary technical team environment.
  • Advanced level knowledge of and extensive experience with supervision, personnel and performance management and feedback, salary administration, staffing, and organizational development principles and methods applied in a technical field.
  • Demonstrated ability to be highly flexible and adapt to changes in programmatic and strategic directions and LLNL policies, as well as to effectively navigate challenges.
  • Expert communication, facilitation, collaboration, and interpersonal skills necessary to effectively present, explain, influence, and advise senior management and external sponsors.

Qualifications We Desire

  • PhD in engineering or physical sciences or related technical discipline, or the equivalent combination of related education and experience.
  • Knowledge of LLNL programs (Strategic Deterrence, Global Security, NIF and Photon Science) including key stakeholders and relevant needs.
  • Working knowledge of LLNL laboratory infrastructure, manufacturing, and technical capabilities.
  • Knowledge of LLNL administrative, engineering, and safety practices, policies, and procedures.
  • Experience interacting with LLNL management, outside organizations, and other programmatic organizations.

Pay Range

$282,210 - $359,700 Annually

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
