Job Description

We have an opening for a Superintendent to oversee approximately 150 technical employees, 5-15 supplemental laborers, and 10 supervisors. In this role, you will be part of the Materials Engineering Division (MED) leadership team and will focus on the management and utilization of technical employees supporting manufacturing related activities in the Manufacturing Engineering Section (MES). Under general guidance you will act as an interface between MES and programmatic customers to coordinate manufacturing related tasks, prioritize work, and ensure a safe work environment. Within your area of influence, you would be responsible for ensuring that all safety, security, personnel and quality policies and practices are followed in the MES operations. This position will report to the MED Division Leader (DL) for personnel, safety and security issues and will work closely with the MES Section Leader for staffing level strategies, capability investments, and programmatic issues. This position is within the Materials Engineering Division (MED) within the Engineering Directorate.

This position requires full-time on-site presence due to the nature of the work.

This position will be filled at eitherlevel based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will

  • Provide advanced technical leadership and supervision to, and collaborate with a multidisciplinary team of employees, including supervisors, supplemental labor, and apprentice machinists in the MES; overseeing performance management, promotions, recruiting and corrective actions, and coordinating with other Division Superintendents, the MES Section Leader, and Division Leader/Deputy Division Leader as appropriate.
  • Exercise significant independent judgment, discretion, and initiative in pursuit of highly advanced Division, Section, and program technical and administrative missions, and work with other Division Superintendents and MES Section Leader to ensure that hiring plans are consistent with the Division and program needs.
  • Coordinate and interface with other MED, Engineering, or institutional capabilities to monitor performance of technical personnel, assess programmatic needs and milestones, identify, communicate, justify, and request required program support resources, effectively level manpower requirements, and lead corrective actions where necessary.
  • Manage and oversee the machinist discipline, Machine Tool Operational Safety (MTOS), and related programs administered in MES.
  • Provide oversight of the LLNL Apprentice Machinist Program, including hiring, performance reviews, corrective actions, and interactions with state and/or federal apprenticeship representatives.
  • Conduct periodic meetings with the appropriate personnel to cover applicable hazards, controls, work practices, feedback, and improvements.
  • Review and approve training qualifications of employees as a second line supervisor/approver.
  • Maintain close working relationships with the MES Section Leader to ensure timely, cost-effective execution of highly advanced manufacturing engineering services, maximize efficiency, and meet program milestones.
  • Participate in, recommend, implement, and execute policy development processes, and provide overall management of the technical workforce in support of the directorate senior superintendent.
  • Direct and contribute technically to significant high-risk operations, including facility and operational planning, and providing efficient solutions that ensure safe and effective work controls.
  • Analyze and interpret a diverse range of complex administrative and/or technical information and project objectives, develop requirements and concepts, and implement creative solutions to solve highly complex problems.
  • Develop and maintain networks for recruiting future staff with emphasis on machinists, other machine shop trades, and related disciplines.
  • Perform other duties as assigned.

Additional job responsibilities, at the TSL.5 level

  • Interact frequently and closely with LLNL program managers, project engineers and scientists, and other technical contacts and stakeholders outside of the work unit and external to LLNL.
  • Participate and host NNSA complex meetings on manufacturing technologies such as IMOG meetings.
  • Assume lead role for addressing highly unusual and complex situations that arise within the manufacturing complex; solutions may often require creative approaches and/or innovative solutions.

Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's Degree in Engineering or Manufacturing Technology, or a related technical field, or the equivalent combination of education and related experience.
  • Significant experience in one or more of the following technical skill areas: manufacturing processes, engineering technologies, mechanical design/fabrication.
  • Significant experience providing supervision, preparing performance appraisals, and participating in ranking and salary administration and resource management processes.
  • Significant experience leading a team or group and directing technical support work in a multidisciplinary team environment, and demonstrated ability to effectively manage and utilize people and available resources.
  • Expert level verbal and written communication, facilitation, and collaboration skills necessary to effectively present, explain, and advise senior management, external sponsors, regulators, reviewers, and stakeholders, as well as to ensure program requirements are communicated in a timely manner.
  • Demonstrated ability to interact effectively with people at all levels of the organization.
  • Significant experience with and demonstrated knowledge of Work Planning and Control processes, Lean Manufacturing Principles, and ISO 9001 certification.

Additional qualifications at the TSL.5 level

  • Extensive experience and expert level knowledge in state-of-the art manufacturing technologies including advanced metrology techniques.
  • Recognized and demonstrated subject matter expertise in one or more areas of manufacturing methods utilized across the NNSA complex.
  • Extensive related experience with and expert level knowledge of staffing developments and hiring activities.

Qualifications We Desire

  • Knowledge of Engineering's policies and procedures.
  • Strong understanding of the 900 series-job classification history and culture.
  • Demonstrated management skills in support of major Laboratory programs.
  • Experience interacting with Division and Directorate level management.
  • Experience applying Integrated Safety Management.
  • Familiarity with safety systems associated with radiation and explosive technologies and hazards.
  • Experience interacting with other DOE labs and with major LLNL programs and their elements that utilize MES to support their experimental activities.
  • Knowledge and experience interpreting and implementing Laboratory policies, procedures, and practices, especially in the area of personnel management, ES&H, security and quality.

Pay Range

$200,760 - $305,544 Annually

$200,760 - $254,544 Annually for the TSL.4 level

$240,960 - $305,544 Annually for the TSL.5 level

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
