Metro Transit is one of the country's largest transit systems, employs more than 3,000 people, and provides ridership through an integrated network of buses, light rail and commuter trains, as well as resources for those who carpool, vanpool, walk or bike in the Twin Cities. How your work would contribute to our organization and the Twin Cities region: The Learning Specialist supports the Bus Maintenance Training and Development team. Their role focuses on learning to create engaging training material and on providing essential administrative support. The Learning Specialist will use an ISD model to design and develop blended solutions that will enhance the skills and competencies of Mechanic Technicians within Bus Maintenance, notably supporting technical training efforts. This individual will use standardized processes, templates, and tools to create instructionally sound materials. The Learning Specialist will also provide key administrative support to the Training and Development team. Note: The candidate's permanent residence must be in Minnesota or Wisconsin. This posting will establish a 6-month eligibility list for current and future positions.

What you would do in this job

Content Development:
- Recommend creative solutions based on needs analysis, budget, timeline and learner profile.
- Work closely with instructional designers and subject matter experts to write design documents, storyboards, scripts, assessments and other learning documents.
- Support quality assurance testing on training materials.
- Analyze feedback and adjust blended solutions to make them more effective.
- Build relationships with internal customers to ensure final solution meets expectations
- Seeks out industry trends on new design tools and strategies.
Administrative:
- Generate monthly reports on student activity, attendance and satisfaction.
- Serve as SME on the LMS, specifically for administration and troubleshooting.
- Coordinate, schedule and communicate training classes.
- Schedule, proctor and assess tests for various technical positions.
- Provide general administrative support to the training staff.
- Monitor the shared inbox and respond to learner or general inquiries.
- Manage multiple tasks simultaneously, using strong prioritization and time management skills.
- Miscellaneous duties as assigned.

What education and experience are required for this job (minimum qualifications)
-
Any of the following combinations of experience in training and development, adult learning, or instructional design, including working with a Learning Management System (LMS) and completed education in Human Resources, Training and Development or closely related field:
- High school diploma/GED with five (5) years of experience.
- Associates degree with three (3) years of experience.
- Bachelor's degree or higher with one (1) year of experience.
What additional skills and experience would be helpful in this job (desired qualifications):
- Familiar with learning management systems, especially SumTotal or Cornerstone.
- Experience working in a union environment and with a diverse workforce.
What knowledge, skills, and abilities you should have within the first six months on the job:
- Knowledge of current adult learning principles, training techniques for individuals and groups, process facilitation, curriculum design, and measurement of training effectiveness.
- Knowledge of business and management principles in strategic planning, human resources, leadership techniques, and coordination of administration.
- Skilled in verbal and written communication sufficient to write training materials and speak in public.
- Skilled in organizing and planning to manage time, meet deadlines and objectives.
- Ability to use Microsoft Office: Word, Excel, PowerPoint, Outlook, SharePoint, and Teams.
- Ability to develop web-based and instructor-based trainings using various software tools such as PowerPoint, Articulate, Presenter, and Storyline.
- Ability to perform data entry with a high degree of accuracy.
- Ability to work in a team environment; establish and maintain positive working relationships with co-workers, supervisors, consultants, and other staff.
- Ability to learn strategies required for developing e-learning.
- Ability to plan and oversee the entire lifecycle for small-scale training projects.

What your work environment would be:
Work is performed in a standard office setting. Some positions may require travel between primary work site to other sites.

If you are new to the Metropolitan Council, you must pass a drug test (safety sensitive positions only), and a background check which verifies education, employment, and criminal history. A driving record check and/or physical may be conducted if applicable to the job. If you have a criminal conviction, you do not automatically fail. The Metropolitan Council considers felony, gross misdemeanor and misdemeanor convictions on a case-by-case basis, based on whether they are related to the job and whether the candidate has demonstrated adequate rehabilitation.
