ABOUT THIS POSITION: Under the general direction of the Adult Services Program Manager, this position supervises, evaluates, and coordinates the Adult Services (AS) program. Includes the provision of state mandated and federally mandated home and community-based programs, long- term care programs, and locally operated programs and services to children, older and vulnerable adults. Provides direct supervision and guidance to Adult Services Supervisors and Public Health Nurse Supervisors.
Other duties include but are not limited to the following:
- Identifies and addresses client and community needs, with the goal of preventing risk and institutionalization of children and adults.
- Facilitates a team based, participatory work environment. Supports clinical service delivery for case carrying staff.
- Provides planning and coordination for administrative requirements to ensure compliance with local, state, and federal laws, regulations, and policies/procedures.
- Develops and maintains a thorough knowledge of local, state, and federal policies related to Family, Adult and Aging services. Ensures accurate and consistent interpretation and implementation of AS policies and procedures.
- Fosters an environment for learning and professional growth of supervisors and direct staff.
- Supports the procurement process of vendors for in-home purchased services. Manages and analyzes program expenditures and monitors in-home purchased services for Adult and Aging clients.
- Monitors the performance of vendors and ensures adherence to quality standards for services.
- Establishes standards and measures for the AS program to evaluate service delivery and to monitor performance.
- Stays abreast of trends and issues and the potential impact upon services. Makes recommendations for changes in policies, procedures, and service delivery.
- Analyzes existing programs and services to modify and to initiate new service delivery models.
- Develops partnerships with other county and community agencies to fulfill mission and program goals.
- Responds to client, community, and other agencies regarding service concerns.
- Performs other duties in support of the DFS mission, goals, and objectives as needed and/or assigned.

- Knowledge of business process re-design methodologies;
- Knowledge of treatment interventions and approaches;

- Ability to maintain professional ethics and confidentiality of client information;
- Ability to establish and maintain effective working relationships with a variety of individuals;

- Ability to train, evaluate, lead, and develop subordinate staff.

Employment Standards

MINIMUM QUALIFICATIONS: Minimum of a bachelor's degree in a Human Services field OR minimum of a bachelor's degree in any field with a minimum of two years of appropriate and related experience in a Human Services area (Section 22VAC40-670-20 of the Administrative Code of Virginia).
In order to be evaluated for positions in the Family Services Occupational Group, individuals who do not meet the degree requirement at the time of application for employment must be in their last semester of a degree program that will meet the requirements listed above.
CERTIFICATES AND LICENSES REQUIRED:
- Valid driver's license
- LTSS Certified screener within 3 months of hire.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, driving record check and child protective services check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
- Master's in social work degree;
- At least 5 years of professional experience in conducting case management services for vulnerable adults;
- Experience overseeing supervisors and their teams;
- Experience in local government settings providing home and community-based services to older and vulnerable adults;
- Experience with VA Long Term Services and Support LTSS programs;
- Experience with VA Medicaid policies and procedures related to Long Term Care;
- Knowledge of and experience with Adult Protective Services, Adult Services and Older Americans Act services laws, regulations, policies and procedures;
- Proficient in using Microsoft Excel and Power BI applications.
PHYSICAL REQUIREMENTS:
Ability to communicate clearly and concisely, both orally and in writing. Ability to lift up to 25 lbs. Ability to operate keyboard driven equipment to input, access, and retrieve information from a computer. Ability to use automated technology. Sufficiently mobile to attend meeting and community events inside and outside of Fairfax County. All duties performed with or without reasonable accommodations.
