Job Announcement

The Office of Elections is seeking an Election IT Manager with experience in leading an IT team exhibiting extensive technical knowledge and skills.

The position serves as the Office of Election lead and technical expert for the agency's voting technology systems. Serves as the agency point-of-contact for all agency specific information technology system needs. This position works under the general direction of the Deputy General Registrar. Specific duties include, but are not limited to:

  • Safeguards, programs, tests and maintains the agency's voting systems and elections technology.
  • Interacts with the Department of Information Technology staff and system vendors on system related issues and needs as required.
  • Ensures that all agency data that is maintained within its systems is properly secured
  • Creates reports using system data to support agency information management program needs.
  • Investigates complex system problems and designs corrective procedures.
  • Configures Commercial Off the Shelf software to meet agency needs and requirements.
  • Creates and maintains documentation on software usage including standard operating procedures, Compliance, and security policies.
  • Contributes to agency strategic plan development and implementation to meet current and future information and voting system technology needs.
  • Manages and authorizes required agency user access to the facilities management systems.
  • Participates on system management teams collaborating with other county agencies staff.
  • Collaborate with internal and external agency staff to ensure Office of Elections systems are supporting the agency's strategic needs.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Bachelor's degree in computer information systems, business administration, or related field; plus five years of experience in information systems and process redesign, managing and implementing all phases of the systems development life cycle, including at least one year of supervisory experience.

CERTIFICATES AND LICENSES REQUIRED:
Must be registered voter in the state of Virginia or ability to become one within 30 days of employment.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • At least four years of experience supporting or operating voter registration systems, election management systems, and voting platforms.
  • At least two years of experience with relational databases management systems.
  • At least two years of experience and expertise in project management techniques and tools, ideally in the field of elections administration.
  • At least four years of experience analyzing, documenting and improving business processes and system/business workflows.
  • At least two years of experience designing/implementing audit plans and procedures.
  • At least two years of experience developing standard operating procedures to support users.
  • At least four of experience training users on software use and preparing training documentation.
  • Strong customer service skills supporting managers, upper management, including directors.
  • Experience managing multiple priorities, tasks and projects with competing deadlines and resources.
  • High level of interpersonal skills and the ability to successfully collaborate with team members.
  • Experience and ability to read, interpret and understand election laws, regulations, and technical documents.
  • Demonstrated supervisory or management experience.
  • Proficient in and experience with Election Management systems (i.e., ES&S, Dominion, Hart, Knowlnk, etc.).

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, and requires walking, standing, sitting (for long periods of time), kneeling, reaching, and bending at times. Requires the ability to assemble files, lift, move, push and pull equipment, documents, and supplies up to 40 lbs. Visual acuity is required to read data on a computer monitor, operate keyboard driven equipment and computer, and ability to communicate in person and on the phone. Requires ability to work extensive overtime hours under demanding conditions during elections. Generally, works in an office environment but may occasionally be required to perform job duties outside of the typical office. All duties performed with or without reasonable accommodations.
