Finance and Budget Coordinator- Katalis Phase 2

KATALIS Phase II (2026-2031) is a partnership between the governments of Australia and Indonesia, funded by the Department of Foreign Affairs and Trade (DFAT), and implemented in collaboration with the Government of Indonesia. The program strengthens bilateral economic engagement under the Indonesia-Australia Comprehensive Economic Partnership Agreement (IACEPA) through two mutually reinforcing pillars:
Pillar 1: IACEPA institutional architecture & policy reform (secretariat and implementation support).
Pillar 2: Skills, Businesses & Inclusive Growth, including the KATALIS Phase II Business Partnership Fund (KBPF) to test, scale, and commercialise inclusive, climatesmart business models with Indonesian SMEs and Australian partners.

Purpose of the Position
The Finance and Budget Coordinator is responsible for the precise tracking, analysis, and reporting of program expenditures to ensure the highest standards of fiscal efficiency and impact. Reporting to the Finance Manager, this role ensures that program resources are utilized to maximize "Value for Money" while maintaining rigorous financial compliance, accurate forecasting, and detailed recording of project expenditures.

Primary Responsibilities
Under the direction of the Finance Manager, the Finance and Budget Coordinator will:

  • Budget Analysis & Activity Tracking: Review activity line items (e.g., airfare, honorariums, meeting packages) against the Activity Budget and Standar Biaya Masukan (SBM) to produce Budget vs. Activity reports.
  • Expenditure Oversight: Review invoices from vendors and sub-awardees for accuracy, allowability, and compliance with the Operations Manual, ensuring all payments have corresponding purchase documentation.
  • Financial Data Management: Enter and validate transactions within the accounting system to ensure data meets quality assurance, accuracy, and proper cost distribution requirements.
  • Tax & Benefit Administration: In coordination with Finance Manager, coordinate tax processes of Income Tax and Withholdings Tax
  • Financial Reporting & Forecasting: In coordination with Finance Manager ,prepare accurate cash flow forecasts, project fund requests, and monthly expenditure reports, including bank reconciliations and payroll documentation.
  • Audit & Internal Control: Assist in external and internal audits and conduct internal control reviews of workshops or specific program areas as requested.

Other Duties

  • Carry out other responsibilities as reasonably requested by the Mobilisation Manager and consistent with the role's qualifications.
  • Comply with, and advocate for, DFAT's policies in all aspects of implementation, including gender, disability, fraud and anti-corruption, PSEAH, child protection and environmental and social safeguards



Required Qualifications:
  • Secondary qualifications in Finance, Accounting, or Business Administration.
  • At least 6-10 years of senior operational management or financial coordination experience with DFAT or other donor-funded programs.
  • Technical Proficiency: Advanced skills in MS Excel and accounting software .
  • Regulatory Knowledge: Sound knowledge of Indonesian taxation laws and the Government of Indonesia SBM framework.
  • Analytical Skills: Proven ability to analyze program data, assess performance, and identify areas for cost optimization and process improvement.
  • Communication: Excellent written and verbal communication skills in English and Bahasa Indonesia for high-level reporting.
  • Interpersonal Skills: Ability to operate diplomatically with government, private sector, and multi-cultural stakeholders..
  • Strong understanding of Government of Indonesia systems and experience working with national and subnational government counterparts.
  • Understanding of compliance requirements and risk management practices to ensure programs meet DFAT's standards and mitigate potential risks.
  • Excellent written and verbal communication skills in English and Bahasa Indonesia to effectively develop and write reports and undertake presentations for senior audiences, including DFAT, partner organisations and the broader development community
  • Demonstrated commitment to equity, diversity and inclusion, particularly in a multi-cultural environment.
