Salary range is $81k to $180k with a midpoint of $129k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market. Sound Transit also offers a competitive benefits package with a wide range of offerings, including:

GENERAL PURPOSE: Under the direction of the Link Light Rail Director, the Link Control Center (LCC) Superintendent provides oversight, coordination, and operational monitoring of Link Light Rail service delivered through the Link Control Center. While day-to-day control center operations are performed by King County Metro Rail personnel, this position represents Sound Transit's oversight responsibilities by monitoring system performance, ensuring adherence to Sound Transit policies and operating standards, and supporting effective coordination between Sound Transit departments and the LCC. The Superintendent works closely with King County Metro Rail leadership and control center staff to maintain situational awareness of system conditions, monitor service delivery, and facilitate timely response to incidents, service disruptions, and operational issues. The Superintendent also supports incident management by assisting with coordination, information flow, and decision-making during service disruptions or emergency situations. In addition, the role provides oversight to ensure operational procedures, safety practices, and service standards align with Sound Transit requirements and regulatory expectations. This position plays an important role in strengthening collaboration between Sound Transit and King County Metro Rail by supporting operational coordination, monitoring system performance trends, and identifying opportunities for continuous improvement in Link Light Rail operations. ESSENTIAL FUNCTIONS: The following duties are a representative summary of the primary duties and responsibilities. - Provide oversight of the LCC to ensure safe, reliable, and efficient light rail service delivery.
- Oversight of LCC internal communications, Federal Transit Authority (FTA) and State Safety Oversight (SSO) two-hour notifications, and controller service records.
- Oversight of LCC incident response with a focus on utilizing applicable checklists, SOPs, and service disruption guidebook to minimize incident duration and speed up service recovery following a disruption.
- Participates in the development and implementation of goals, objectives, policies, priorities, and budgets for assigned projects, services, and functional area within the Division; and makes recommendations and forecasts for future funds needed for staffing, equipment, materials, and supplies.
- Embraces agency values and prioritizes internal and cross-departmental collaboration to achieve successful outcomes for the assigned project and other agency initiatives.
- Participates in departmental initiatives and supports the planning and execution of strategic business priorities.
- Maintains effective working relationships with external partners that may include federal, state, and local officials, project partners, and key community stakeholders.
- Provides departmental support on assigned matters; may serve on working groups and committees; prepares and presents reports and correspondence; participates in professional and industry groups; monitors and integrates relevant trends and developments; and ensures consistent and effective application of policies and compliance with laws and regulations.
- Takes full accountability for ensuring compliance with Sound Transit policies and procedures and for delivering the project as a safe, secure, and reliable high-capacity transit system to ST Operations.

MINIMUM QUALIFICATIONS: Education and Experience: Bachelor's Degree in Transportation Planning, Urban Planning, Business Administration, Public Administration, Public Policy, Engineering, Engineering Technology, Operations Research, Security Management, or closely related field. Five years in a civilian or military operations or control center, preferably rail focused. . Requires Licenses and Certifications: Valid Washington state driver's license. This role will support active construction sites, stations, and facilities, including locations that are not currently served by transit while carrying equipment to and from locations. Driving an agency vehicle will be necessary to monitor the project and respond to emergent situations at any time of day, within assigned projects and project corridors. Preferred Licenses and Certifications:
- National Incident Management Systems (NIMS) certifications.
Required Knowledge and Skills:
- Principles of incident management and service regulation, preferably in a railroad context.
- Principles and practices of program development and administration.
- Skilled in preparing and analyzing data, reports, schedules, and program metrics to inform executive decision-making.
- Policy and procedure development.
- English usage, spelling, grammar, and punctuation.
- Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.
- Principles of business letter writing and basic report preparation.
- Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
- Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.
- Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
- Interpreting and using all types of operating manuals related to a light rail system.
- Interpreting and applying applicable federal, state, and local policies, laws, and regulations.
- Flow-charting.
- Policy and procedure development.
- Preparing and analyzing complex data and comprehensive reports.
- Responding to inquiries and in effective oral and written communication.
- Applying advanced project management and program development techniques and principles.
- Developing and monitoring departmental and program/project operating budgets, costs, and schedules.
Preferred Knowledge and Skills:
- Extensive knowledge of Light Rail Transit operations and principals.
- Advanced principles and practices related to rail operations.
- APTA Rail Standards & Practices, design criteria, federal reports such as those from FTA
- Pertinent federal, state, and local laws, codes, and regulations that apply to light rail transit operations.
Physical Demands / Work Environment:
- Work is performed in a standard office, field, shop, warehouse, and transit vehicles environments.
- Positions working in field may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and/or extreme noise.
- Position includes 24-hour on call program and weekend/night shifts; position is responsible for providing executive operational decision making and incident support outside normal business hours.
- Position is required to inspect, handle and operate routine equipment, materials, and supplies on the field. May be subkect to bending, climbing, crawling, eye/hand coordination, grasping, hearing, kneeling, pushing, pulling, reaching, repetitive motion, sitting, standing, talking, seeing, walking, and carrying and lifting up to 50 pounds.
